Two simple suggestions that could cutback on two big complaints that I hear from players:
1. In order to help with the issue of redline sniping, players should not be given points for kills when they are not truly entering the battlefield. There are enough places in which a merc could set up to shoot on the map. This will force players to not stay in the "RED" and keep themselves from actually becoming a target.
2. Players should not be given points for destroying a null installations. This is one of the cheapest ways that I have seen people getting points. Instead of hacking the installation and having that strategic advantage, players will hack the first one they can get and destroy the others on their side or call in a tank to destroy it. Players should only be given points for destroying installations that are captured by the enemy.

how about this, instead of having the instillation automatically target vehicles and infantry, they can only shoot at vehicles and infantry if someone is operating the instillation, until someone comes up and performs the action, the instillation will be neutral.
that way people wont destroy instillations for safety reasons, theyl just leave them be until they start getting shot.

1. This is wrong. This is an unfortunate issue where players don't understand what causes redline sniping. Snipers are there because they are good sniper perches, not because it's in the redline. A change like this would essentially render sniping nonexistent and pointless. (Something that would appeal to some, but doesn't balance or fix anything.) The problem is map design. Currently, the redline runs along the top of the bowl-shaped maps CCP has been designing, ensuring that the high points favored by snipers are in the redline. The solution to this is simple: Move the redline further back, and ensure the redline does not have visibility over the map. Punishing people for being in the redline because they're forced to be is a bad idea.
2. There's nothing wrong with preemptively destroying null installations, but the problem is how easy they are to destroy, and how worthless that makes them. Turrets need a huge buff in terms of health, so that they last longer into the battle and play a more relevant part in counter-vehicle play. On the other hand, the AI on turrets needs to go, because it's overpowered and unfair to lose expensive assets to a computer-powered turret with perfect aim. Turrets should be as durable as CRUs, but only operate when a player is controlling it.

I usually counter the redline snipers by literally running into their redline and killing them. I lose a dropsuit in the process, but it's worth it when you're able to kill a Thale redline sniper while wearing a cheap throw-away nova knifing suit and imposing fear into their minds as they realize they are no longer safe in the redline when i'm in the match.

Forge guns are also excellent countersnipers. Your heavy suit can usually take a hit, and nobody's picking that Thale's back off the ground when you drop them. Also, forging snipers is hilarious.
