From the wording going on, I think that most, if not all of the Caldari soldiers were mortals. An interesting thing to note supporting this is the Rail Rifles, which have an attack bonus against armour, but the downgraded versions used by regulars wouldn't be as... Effective against immortal tech.

Assuming that this squad (which seems, barring the new guy; to be a crack squad) actually used cover rather than relying on just the superior armour, the chances of someone dying would be reduced somewhat. Especially considering that all of the troops were sleeping (thus would have been tired, groggy, disorientated, and unable to concentrate upon trying to fight back).
In addition, it seems that this district was being protected by a skeleton crew, based on the fact they don't appear to have enough soldiers for full day/night patrols (excluding the two sentries, but they weren't much use).
