I came here all excited. I thought this thread was going to help fix afking and make it better. afking has been getting nerfed a lot since I can remember to the point where not many people want to do it anymore. Your recommendations will only make afking worse.
If anything, I think afking needs a buff. I was thinking a setting that will automatically queue you into a match and spawn your favorite suit at the corner of the MCC. That way, I dont have to come back and do it manually after every match. It really makes it difficult to play other games or do things around the house when I have to come back and check to see if im in a match or not.
One thing I've really been trying to get is adding a couch and a soda machine in the MCC. Nothing better than chatting with your fellow merc while listening to the sweet sounds of war outside the MCC window. CCP always talks about more interactions with the blue berries and this idea will greatly help in that sense.
Lets come up with ways that better AFKing and not make it worse.

AFKing is part of the game, you cant ban people for that. Just like Tank spammers, Jihad jeep drivers, shotgun glitch users, rail rifle users (first released), clone suiciders, etc never got banned. You can hate on each and every single one. To ban one means you can ban them all and that will not happen.
By the end of the week, everyone will get banned for something. Cant justify the merits for one and how banning does not apply for the rest. Come up with every reason why someone should not afk and those same reasons can be used for anything else that people "hate" in the game.
And plus, devs cannot directly interfere with New Eden. It would go against everything they have worked on since the beginning of EVE.
