Think about it. The only reason people whine about scouts is the fact that they are better assaults than assaults are (much like the logi problem). I suggest that plates get a double speed penalty on scouts and extenders a double delay penalty as well as switching the bonuses up like i said above.
The only thing scouts can do better than other frames that makes them seem OP is tank and e-war at the same time. With these changes, this will be removed.

'' THEY CANT HAVE ''incredible EWAR'' if they are TANKED.They DONT have medium frame like tank. a Med frame of the same Tier as a scout will always be able to tank better AND have bonuses they can fully take advantage off, while scouts bonuses must be further increased through the usage of modules so while tanking they are not using their bonuses at full potential. They'll be slightly faster, with a little less HP than a med frame, with the lack of a 100% operational bonus with the only true advantage of having a cloak.
I am VERY against the NERF of scouts.Scouts havnt been good since chromo and uprising 1.0 when speed tanking was useful.

Either you have good E-war or good HP. Both with a Cloak. So Example : GAllente: Instead of 5% Profile dampening per level they would have: 20% To Profile dampening efficiency per level.
At level 5 they would have 100% efficiency, meaning a Single Complex Profile dampener would grant 50% profile dampening instead of 25%. But its the SAME profile dampening bonus they'd have right now (Gal 5 + Complex Prof Damp), with the difference that you need to have a profile dampener on to be dampened.
Makes sense. +1 for the idea.
But NERFING the cloak, The Speed, lowering Scout HP or CPU-PG as others have proposed is ludicrous and should not be taken in consideration by CCP. Me myself would truly 100% leave Dust if they nerfed my scout in either of these ways.

It is reasonable.As i explained in my previous post, you could have 50% Profile damp in a gal Scout (for example) same as they have now, but ONLY with the CX Prof damp on. If you tank, then you wouldn't have any profile damp at all.As it is now, you can choose to have 50% profile damp with a complex profile dampener OR just stay with the default 25% AND use HP increasing modules.
