So, just a skill amplification of the loyalty store modules? Sounds good to me.
If I'm understanding correctly, gallente would have an extra skill for hacking, sprint speed, armor reps etc caldari would have things like light damage and shield HP minmatar would have things like melee damage and shield delay amarr would have things like stamina and heavy weapon damage

Caldari ideally fight in what I would call a "Web", not alone. Minmatar and Amarr are more of the solo people. By "web", I mean having everyone in a squad stay a pretty good distance away from each other, yet still be in range. If one person gets shot at, their nearest teammates are in range to support with their long-range weapons, but the enemy's shorter-range weapons can't be in range of more than one target at a time.
Basically learned that from Final Fantasy XII for avoiding area-attacks.

I haven't thought of the skills too much. Personally, I would go for more...eccentric skills. Skills that wouldn't have a simple effect on the battlefield. Skills more like what this idea sprung forth from, which was the idea that you could get a bonus for loot if you ally with pirates. Some factions wouldn't have much then aside from what they already have.
For example, I think of minmatar as awesome mechanics. All you could really do for that is increased repair tool repair rate.
