Cloaks aren't a win button, and certainly not against Heavies.
You can barely sensor-tank any Heavy suit up well enough to detect an undampened and untrained Light with passive scans, and while a Commando can technically bring an Active Scanner and pick up some less sneaky Scouts that way, it's not the ideal approach.
Without a cloak, Scouts are primarily only visible to Heavies when the Heavy is looking at the Scout. With a cloak, Scouts are still visible if the Heavy looks in their direction. As such, the Scout only needs to be seen to be countered. If you're dying to a Scout before you see them, you have nobody to blame but yourself.
Shotguns have NO range. You can easily kill a Shotgun Scout before they can hit you. All you need is - as mentioned before - awareness of your vulnerabilities and a willingness to LOOK AROUND. |

If you aren't visible on their screen, then YOU DIDN'T NEED THE CLOAK.
Try modifying your fitting. Add a Nanohive, Repair Tool, Injector, Uplinks - whatever. Doesn't matter. Use the same loadout other than the replacement for the cloak. See how well you still do.
Scouts got a lot of other improvements coming into 1.8 - the cloak isn't just for Scouts, and it's FAR from the only viable fitting for one. I run a Shotgun Scout on my main account, and I've had 5:1 K/D when playing it as a killing suit. I'm still yet to equip a cloak on any suit I've used in the game.
Seriously, TRY IT. Run with a non-cloaked suit. If you're competent, you'll probably be able to see pretty quickly that while cloaking is useful, it only allowed you to punish players who screwed up. |
