LEGIT ANSWER:
CCP haven't fixed all the glitches that let you stay cloaked without the cloak equipped. Glitcher exploiting a glitch. Problem isn't with cloak balance, it's with a glitch which legitimately needs fixing.
ALTERNATIVE PLAUSIBLE ANSWER:
Not enough information is provided in OP to confirm. Did you see the cloaked player? Or their muzzle flash as they shot you, then hear the decloak noise as they're appearing in front of you? If not, do you know it wasn't a decloak sound from someone else? Or the player cloaking again after you missed the decloak sound? Please provide full story of what happened to verify the above was the case rather than this scenario. |

What I think happened (although it is possible there may have been other "cloakers" involved): On my own running along wall attempting to flank. No-one around at all as far as I can see / scan. Shotgun to the back - I die - fair enough a scout caught me. Then the cloak sound, and a scout runs off in the direction I was running (i.e. over my body). Still no-one else around as far as I could tell. Given that description, it seems likely to have been a glitch rather than anything else.
Of course, it's also possible there was a cloaked player AND an uncloaked player near you, and the Shotgunner who killed you was running without a cloak. While you only saw the uncloaked player, the cloak sound was played as a result of SOMEONE ELSE who got behind you either cloaking or decloaking as you were being shot in the back. |

When a person (not exploiting one of the glitches that lets you stay cloaked with a weapon drawn) switches to their weapon, 2 things happen AS SOON AS THEY START TO SWITCH:
1. A decloak sound plays. This sound is distinctive, but while it's loud in the cloaker's ears, it's quiet enough for other players that this might not be balanced as it should be. I'm fully in favour of CCP raising the volume of the decloak sound.
2. The cloak effect starts to break down. This animation makes the cloaker more visible even though they don't instantly become fully visible. I wouldn't object too much to this animation being sped up or shortened so players become fully visible sooner after switching, but I don't think it's necessary.
It's possible for someone to fire a couple of Shotgun blasts with the second coming JUST before the decloak animation finishes, but they're still giving you an audible warning before they can fire, and becoming more visible at the same time. |

I don't use cloak. I do fine against other players - cloaked or not - without one of my own. I'm not defending MY anything by explaining how cloaks work when not being exploited. I'm explaining the mechanics so people know what to look for and how to counter it better.
And I'm helping to educate players on countering cloaks because IT'S REALLY NOT THAT HARD ONCE YOU UNDERSTAND. |

tl;dr Decloak noise does not work properly a reasonable portion of the time. (Yes it does work properly about half the time). Oh yeah.
I did forget about that.
Three problems with decloak noise (one not actually a problem with the sound itself)
1. People exploiting glitches to remain invisible after switching to a weapon. This results in the decloak noise playing AFTER the cloaked player opens fire. This is NOT a problem with the sound itself, but is actually an exploit of a bug in the cloak mechanics. As it still has an impact on the sound, it's still relevant to the sound problems.
2. Volume. The sound is simply not as loud as it really should be.
3. PRIORITY. The decloak sound needs to be treated as basically the highest priority in the sound table. When a lot is going on at once in range of a player's hearing, there's a limit to how many different sounds will be played at a time. Decloaking needs to override other sounds on the battlefield to ensure that it IS played and IS heard if the player is alert. |
