You created something really good with cloaks but at the the same time you created nothing to counter that! let aside flaws like shooting while de-cloak, no malfunction when damage, and list go on.
Dust 514 is based on a futuristic world, so we have:
*Clones
*Flux > shields
*Bullets > armor
*??? > Cloaks
*AV grenades > vehicles
even precision strikes from space!
What i mean is that in Dust Universe we have so much advance tech but we dont have basic tech like i dont know maybe a... thermal goggles or scope that maybe can be used in low/high Slot
What can you offer to this Merc to keep him on the search of a contract?

Situational awareness, eyes, throwing cores, shooting at the glimmer...if you don't know how to counter the cloak well that's not CCP's fault they already gave us all we need to get rid of cloaked scouts.... |

The active scanner is supposed to be the counter. If it didn't suck!
No you kill this blueberry hacking the CRU we are camping. I already killed the last 2.

Imma....the counter to cloaks is passive scans.....try rocking some precision enhancers.....it's funny to see a cloaked scout try to life when he has a chevron right above his head
Try this if you know someone with a proto caldari scout....have him run a cloak and run three complex precision enhancers and range aamplifiers in the lows....have him run into an enemy position and stay hidden....he will even pick up scouts under cloak

You are talking about fitting vs fitting.
We are talking about item vs item.
A cloaked proto gallente with 1 profile dampener can NOT be detected from anything.
A proto active scanner should detect anything !! |

Caldari Scout were meant to be the GÇ£Scout HunterGÇ¥, the problem is that precision scanning is subpar against dampening. Even if you used 4 precision enhancement modules you wonGÇÖt be able to detect a 1 cloaked Gallente Scout with 1 dampener.
Gallente Logistics were meant to detect non-scouts and poorly dampened scouts.
This is how it currently is...
Gallente Scout > Every kind of scanning
This is how I would like it to be...
Gallente Logistics' Scanner > Cloaked non-scouts / Cloaked scouts with 1 dampener
Caldari Scout's Precision > Cloaked Scouts more than 1 dampener
