1.8 brought great diversity to Dust. Many playstyles are represented well, but Amarr and Gallente basic Commando suits should swap their slot layouts. Currently, Amarr have 1H/1L and Gallente have 0H/2L. Here's why it should be reversed, so Amarr have 0H/2L and Gallente have 1H/1L:
- Amarr are racially better armor tankers than Gallente. Having a 0H/2L makes them a stronger armor tank by allowing them to add an armor repair AND a plate. 0H/2L works better in this respect.
- Amarr laser weapons have innately higher damage at their intended ranges, so the need for a damage mod is diminished in 1H/1L model. 0H/2L work better for Amarr.
- Amarr's higher base stamina and stamina recharge work better for a plated armor heavy suit. The addition of a plate (or two, even) is better shouldered by the Amarr Commando's ability to run farther and longer.
- Gallente's innate armor repair removes the NEED for an armor repair unit. 0H/2L works against Gallente here, because that high could be used to represent their other racial characteristic: damage.
- Gallente are racially about higher damage. Having a 1H/1L allows for a damage mod in the high slot, while the low can be used for an armor plate. The innate rep functions to repair the armor.
- Gallente are racially more split shield/armor than Amarr. Having a base higher shield amount than Amarr, the Gallente Commando is in a better position to utilize shield-enhancing mods in the high slot than Amarr.
- Gallente are racially faster than Amarr. Fitting the suit in a speed-oriented build work better for Gallente than Amarr. 1H/1L work better for Gallente to fit a shield mod/kincat to enhance their racial preference for speed.
This is a short list of reasons why 0H/2L work better for the basic Amarr Commando and 1H/1L work better for the basic Gallente Commando. There are others, but the primary reason throughout is that swapping their slot layouts better represent the racial philosophies of each race as a whole.

I think CCP *really* wants to make it so Gallente = Caldari with armor = shield, but in "reality," it's really not that way. Amarr = Caldari for armor = shield and Gallente are mostly armor but can shield tank sometimes and Minmatar mostly shield tanks (for speed advantages) but also have several ships that are armor tankers.
If they'd just realize that we know that Amarr = Caldari and Gallente == Minmatar, then we could get some racial profiles that make sense. They've been doing a good job of it recently, but there still are a few missteps.

The "dream" of armor vs shield is that armor would repair continuously--even under fire--while shields would only recharge after a short cooldown, but they would repair very quickly. In practice, though, the rate of armor repair is so woefully underwhelming that you essentially need a logi or triage hives to repair your armor in any measurable amount of time. Otherwise, you have to avoid combat or find a supply depot to swap out your armor suit for a fresh one full of armor.
The armor repair units' need their repair amounts buffed so that the "repairing under fire" idea makes *some* sort of impact.
