So with the nerf Damage mods alot people have returned to brick tanking. Meeting gallantes with 350 Shields is just plain wrong, so something needs to be done, your feedback would be appreciated, please stick with it all the way through though.
1) Make PG modules High Slot. Yes I know they don't do it in EvE but think about it, a caldari doesn't sacrifice tank to fit a more CPU intensive weapon. But gallante sacrifice tank to fit any fitting upgrade. Since PG is often used by Low Slot Modules more, move it to high slots.
2) Buff Vanilla Shield Extenders Yeah I know but stick with me, currently a STD plate outclasses a PROTO Extender dramatically. This should not happen. Buff Vanila Extenders to 44/88/132 with 2/3/4 delay penalties
3) Buff Armour Hybrid Modules The current unpopularity of the armour hybrid modules is simple, they are absolutely pointless. Buff ElectroActive Plates to 40/70/100 with no penalty. Buff Reactive Plates to 40/70/100 with 1/2/3 repair rates and 2/3/4 speed penalties.
4) Introduce more Armour Hybrid Modules 2 Hybrid Modules is not enough variety add more. Energized Plates: 40/70/100 plus small CPU improvement Asymmetric defence layer: 40/70/100 plus small damage improvement (versions for all weapon tiers) Profile Absoption Plates: 40/70/100 plus small profile dampening
and as many more as seem logical (no plate + kincat hybrids though) each hybrid module has the same HP value and 1/2/3 speed penalty.
5) Introduce Shield Hybrid Modules Each hybrid extender comes with HP values of 22/44/66 and delay penalties of 1/2/3 with exception of Shield Capictors.
Electrolytic Extender + PG Emergency Shielding Unit + Shield Rep Speed Electrostatic Extender + Damage Icarus Extender + Range Amplifier
Now at this point people are already gonna be using much more diverse fits with much more varied EHP values, however we also want to encourage them to use more modules with no HP benifits AT ALL

People don't want diverse fits, they don't want innovation, they want cookie cutter bullshit. Check out the game theory, they don't want what's best they want the same old ****. Or you can hope CCP create balanced from imbalance, but it seems they just make imbalance of yet. |

I thought it might be, but the current is so low would 30/60/90 be better? Or even 40/70/100

If a shield extender needs that much HP it should NOT REPAIR PASSIVELY. And it should definitely have a stacking penalty that increases your hit box.
If it is to continue repairing passively then a shield extender needs to follow the current or what should be the current pattern of 1 extender = half the HP of a plate of the current level.

I have always dual tanked (even in the age of the damage mod) so I don't see it as much of a problem as the OP does, obviously. However, I think an easy solution would be to make armor reppers high slots and shield regenerators and energizers low slots. So it would allow someone to add more of their preferred defense type or dual tank. But you have more of a choice to either be fully tanked shield or armor OR tank shield and armor but not as well as someone who is specializing in one or the other.
Most tankers are like sand people. They frighten easily, but will quickly return...and in greater numbers.

Complex extenders are basically fine; a buff shouldn't go higher than 80.
Try 40/60/80.
