LAV already have two variants. Logistics and Scout LAV.

I highly doubt it considering how you unlock vehicles now.
The only current racial unlocks in the vehicle tree are the Caldari and Gallente Assault Dropship skills and they don't even unlock any vehicles, they're just skill buffs.
Dropship Operation, Assault Dropships, HAV Operation and LAV Operation all unlock both racial vehicles.
When the Amarr and Minmatar vehicles get added there won't be any additional skills added to unlock them aside from the Amarr and Minmatar Assault Dropship Skills which, again, are only skill buffs.

I do wish I would have Amarr HAV skills so that tankers would have to put the SP into the role to do it well. I WOULD BE LVL 5 instantly!!

So we will only get a respec in the gallente and caldari assault dropship skills, and probably in weapons (I expect the vehicles to come with their respective weapons, like the caldari vehicles were built with the rail gun in mind, and the gallente with the soma.

If they release new vehicles the answer is no. New vehicles are simply new content and you should have just saved your SP.
If they decide to rebuild and modify current vehicle skills than yes.
With that said, if they decide to nerf/buff current vehciles without modifying core skills, the answer is no because you dont get respecs for buffs/nerfs

That makes sense.
Since just the dropship skill alone unlocks all racial dropships as an example then there is no point giving a refund for the SP if you'll be able to fly the Amarr and Minmatar dropships on day one anyways.
