No, its not a brick-tanked scout, but a speed-tanked heavy, it kicks so much ass, and it can be yours for under 20k.
Ingredients:
Militia Minmatar heavy
Complex kinetic catalyzer
MH-82 heavy machinegun
Complex shield extender (could be replaced with an energizer or something)
Grenade of your choice (I use flux)
Sidearm of your choice (I choose magsec)
Finished product:
Faster than an Amarr assault (6.95 m/s) G£ô
1,000+ HP G£ô
Giant death machinegun G£ô
Look like a the grim's reaper's badass exoskeleton G£ô
Enjoy.
This combination of speed and damage just feels so overwhelmingly empowering. I love Dust's fitting freedom (though certain slot layouts seriously need to be fixed).

Behold! the power of Core Upgrades! (in Dropsuit Upgrades skill tree). Max out core upgrades, dropuit electronics, dropsuits engineering. Also max out Dropsuit shield and armor upgrades as well for max HP, and shield extension to make that complex shield extender give you 72 HP instead of 66.

I know where the find Core Upgrades.... Do you find it right that a MILITIA can Fit all those things? Have you tried fitting a proto sentinel? You can Fit full proto and still have tons of pg and cpu left. It is not right at all... CCP messed up with cpu and pg for sebtinels.
No need to get all offended, you could be a new player for all I know so I was trying to be very clear just in case. And I do find it right if you invested in the necessary skills to make it happen.
