I think it's only fair, both to heavies who are supposed to be HP tanks and are still being easily 2 or 3KOed by shotguns, and to the other classes having their rifles nerfed.
It just shouldn't go beyond a 10% damage or RoF nerf and/or greater inaccuracy at range.

Everything that shield tanks needs a shield buff except Scout ck.0

Although I can't help but agree that if the SG isn't getting a nerf neither should HMG.
