Hardly.
1.8 may be the best DUST has ever seen for Scouts and Heavies, but everyone else mostly got screwed.
Logis and Assaults are pretty whack right now. They get absolute crap equipment or weapon bonuses that are hardly useful as is. Scouts on the other hand got the typical CCP balance treatment of swinging the pendulum too far.
Seriously, CCP has no concept of "baby steps" when it comes to balancing. It's like, people cry about tanks sucking so 1.7 comes and they completely break them and we get vehicle spam for 3 months. Scouts and heavies then continue to cry and now 1.8 makes Scouts outclass medium suits while Heavies are put in a good place.
There's nothing about Assault suits that makes them worthwhile over a Scout suit. And Logi suits have become marginally useful because of being limited to specific equipment to make use of their bonuses. It's pathetic.
Scouts and Heavies on the other hand get these broad-spectrum bonuses that apply no matter how you fit them. Scouts get the equivalent of several cardiac regulators, kinetic catalyzers, profile dampeners, precision enhancers, range amplifiers, shield regulators, and shield rechargers worth of bonuses. It's just sad that CCP focuses all their attention to "balance" Scouts and Heavies and in turn buffs them to the point that medium frames become borderline useless.

Why do Heavies and Scouts get broad bonuses that apply despite how you fit the suit, while Assaults and Logis are forced into specific weapons/equipment. At the same time, half those bonuses are absolute crap (25% reload is 0.75s on a Rail Rifle. 25% dispersion on an AR is borderline meaningless since Sharpshooter already makes the AR pretty much dead accurate).
Consider this: if CCP had the used the same philosophy they used on Assaults and Logis, then Scouts would have bonuses such as "+5% to efficacy of Profile Dampeners per level" or "+5% bonus to efficacy of Codebreakers per level" or "+5% efficacy to cardiac regulators per level".
Does that seem fun to you? Then why should Assaults and Logis have to face that type of discriminatory bonus? It completely negates the point of suit customization. I like Caldari Assault but I don't enjoy the Rail Rifle. According to CCP, I'm out of luck because my bonus now becomes completely useless (it already is anyway).
