When your about to kill them they just run away like pansies. AV proceeds to sit on tower/hill and jump back whenever shot making him difficult to kill They require no sp and are really hard to kill with tons of sp. Looks at jihad-jeeps
I will have to use tanks extensively before I comment on how balanced they are with the recent nerfs though from experience DMG mods are going to be scarry as hell with nerfed hardeners.

The major concept that everyone forgets is we are all infantry. Tankers are little clones in a piece of equipment. Even driving a tank you are AV. Hypocritical is a quality that is acceptable in New Eden. Lying and scheming are the trend. Crying is OP.

Thats called guerillia tactics. Or as some people call it "hit and run". Its used to defeat overwhelming forces. Jihad LAV's had beeing born from desperation when tanks had "godmode" hardeners. And talking about "jumping back to cover": you tankers are using it aswell. As soon you take too much damage you try to run. And even if you sit on a large tower swarms have not the range needed to be efficent. Forgegunners require a logi who throws nanohives.

Have you ever thought about using an Assault Dropship to kill the AV on the high ground? If you activate your Hardeners & Afterburners, you can reach them without getting shot. Pop in the ROF bonus & Damage Mod and you can kill just about any AVer.
There's also sniping. You can use a Sniper Rifle to kill them. I have to invest in more than one AV item to counter vehicles sufficiently, so why should you get the cake without doing the same?
Jihad Jeeps aren't hard to kill. Heck, usually pointing my Missile Turret in their general direction is enough to OHK the Jeep. If I miss the REs, it hits the driver and usually 1-2HK's him as well.
They also require SP.:
- Weaponry III
- Explosives III
- Demolitions I

Whoa there I'm not even complaining about tactics here While I do suck at ADS and have no points into snipers my point wasn't that these were underhand tactics just that it's annoying when people complain about me not just sitting there taking fire when their not willing to do the same. You need those skills for nades right and if you don't have nades that's just sad so it isn't too far off what you would have. Jihad Jeeps are no skill and very little sp yes I have exceptional awareness and kill them most of the time but doesn't mean there any less skill requiring and even the best tankers die to jihad jeeps.

So basically it's going to be an actual challenge? Great. Tower forging is rather OP. A few days ago there were three tower forgers on two towers on Line Harvest. I pulled my ADS out and I was shot down before I could even begin opening fire.
People say they want scopes on their forges; well that's bull crap. These guys could hit you on the other side of the map! These guys, in their two towers, were able to deny the whole map to vehicles without any risk to themselves. And they also had uplinks so they could respawn if they died, which they didn't. If they were able to do that from the ground, I would've been impressed.

Running away is a smart thing to do for both AV and vehicles. However vehicles have a much better chance to zoom out danger even in an open area; if an AV tried that at all they'd be cut down by the vehicles in a split second whereas the vehicle can safely take damage the whole time until they're out of range unless they're already about dead.
If AV didn't jump back they'd die in a split second to vehicles whereas vehicles can sit there and take a pounding before they have to jump back. The AV is still far easier to kill than the vehicle/
They do require SP to be more than an annoying fly and with tons of SP they're only marginally harder to kill than the fly.
You forget damage mods have been nerfed pretty hard as well. From 10% to 5% for the complex; so they're already 50% less effective to begin with then with the stacking penalty (which vehicle hardeners don't have) the 2nd is 4.35%, the 3rd is 2.84%, the 4th is 1.4%, the 5th is 0.52%. Making a grand total of a 13.59% max bonus for the Caldari Heavy and a 14.11% max bonus for the Calogi; for comparison the old max bonus would have been 27.19% for the Caldari Heavy and 28.24% for the Calogi.
Armor hardens got are 50% less effective now but shield hardeners are only 34% less effective. So for Armor vehicles damage mods won't make AV anymore of a threat now than before 1.8; however even with damage mods AV and the hardener nerf, AV is still less of a threat to shield vehicles now than before 1.8.
