I don't really see an issue but if CCP are going to nerf it then how about your scan precision determines how well you see a cloaked scout?
High precision lets you see better
Low precision is harder
You need to sacrifice some HP to see cloaks better
Expands on the entire EWAR stuff

My brother fully specced into Caldari Scout and he was able to spot an enemy scout that was cloaked even through the wall without line of sight. How? A red chevron popped up over the enemy's head. That poor cloak scout didn't expect to be caught.

I have no problem seeing cloaked scouts but apparently most people can't >.<
