With racial heavies being a thing now, there are also specific things to keep in mind for different races...
Caldari has high shield regen capability, medium speed, not much tank Minmatar is very speedy, worst tank out of heavies, but decent regen capabilities Gallente has the most tank (gal/amarr tied basically), medium speed (if not plated heavily), essentially no regen (if plated heavily) Amarr also has very high tank, worst speed (but most stamina), regen depends on suit setup but in general will be low to non-existent on heavily armored targets
Aside from that, there are also resistances to consider for each heavy, I won't list them all here (they can be found in dev blogs or feedback sub-forum), but knowing what damage types your enemy has resists for is an important factor for choosing engagements.
With all that in mind, a general strategy can be developed
When engaging a Caldari suit, you need to be aggressive. Laser weapons are preferable here, even with 10% resistance, it's still going to cut his shields down quickly, and from ranges he can't hit back at. Explosives will be generally useless unless he's in armor. If he has low/no shield and seems to be retreating, FOLLOW AND EXTERMINATE. Defeating shield tank takes aggression, letting him regen his shields is a bad idea. Fluxes (combined with aggression) will be your friend here.
When engaging Minmatar heavies, you want to follow the same general strategy, but use projectile or blaster weapons. Explosives are more useful here. Keep your distance and do not let him close the gap with his speed.
For Amarr, rail weapons will be most useful, especially if you flux them first. Explosives in general are more useful vs the armor tanked heavies as well. Use his speed (or lack thereof, rather) to your advantage. If it's a heavily tanked suit, hit and run tactics are your friend.
To take down a tanked Gallente heavy, you'll want to flux his shields and use projectile weapons. Even with his resistance to projectiles it's still the best option. As with Amarr, use his low speed to outmaneuver him. Hit and run, don't try to be the hero.
In general try to use a heavy's terribad scans and high scan profile to your advantage. You'll know where he is before he knows where you are more often than not, position yourself on his flank, aim for the head, and if you get low on hp... just run. None of these suits have the mobility to keep up in a foot race, so find some cover, let your hp regen, and then go at him again. HMG heavies also lack the range to beat anything at 30m+, so that's another solid, dependable way to beat them.
Best advice I can give you is to never get reckless. Even a heavily wounded sentinel is dangerous if he's well positioned and has a full clip and a flux grenade.
