PS2 by a landslide. If CCP are so focused on trying to tell me that DUST is a finished game, then they just can't measure up at all to PS2. Only major issues I have with PS2 are a lack of balance between air and infantry power and overly powerful C4, while DUST has those almost verbatum as well as a host of other issues.
To be fair though, DUST can't compete with PS2 at all. DUST is a lobby shooter, not an MMOFPS. Try comparing it to Call of Duty, MAG, Team Fortress 2, or Battlefield. I can safely say that of the two of those I've played, both are superior to DUST.
...god I miss MAG...

I played PS2 for a day and I never want to log back in.
It has a tutorial, and as bare-bones as it is its very existence makes the PS2 NPE better than DUST's. There is also the VR room where you can test everything in the game, and the trial feature to test something in heated combat.
Seeing as you only played for a day I'll cut you some slack, but if you ever fired at a forcefield, you were doing it wrong. And if MAXes were your main problem and they slaughtered your tanks, you and your armor were both doing it wrong. A MAX will die to a single well placed C4, and will die almost instantly if he is alone against a squad. They are huge and nigh impossible to miss, and can be heard clomping up on you from 50 meters plus. They also only have CQC weapons; NC with a shotgun, TR with a chaingun, and VS with a laser LMG.
Also, it is physically impossible for a MAX to take anything, let alone a whole base. They cannot capture points, cannot hack terminals, cannot sabotage generators, and cannot drive vehicles. They also cannot function alone because they have paltry ammo reserves and no HP regeneration, as well as moving at a snail's pace between buildings. They can't even do anything while sprinting/coming out of sprint because they count as a vehicle and have to fully decelerate to walking speed in order to fire their guns.
Not trying to say you suck at FPSs, but if you had such problems with MAXs you probably just plain suck at PS2

There is a difference between Finished Product and Unfinished Product. If you liked RPGs, World of Warcraft probably feels like a completed game no matter how many new islands of newly flavored bears they add on. If you like spaceships, EVE Online probably feels like a completed game no matter how many new roles they create (legitimizing my mining was pretty cool tho.). If you like Final Fantasy, FFXIV is probably a pretty complete experience.
DUST is not completed on any level. They just added in racial parity for suits, and even those are bugged and broken to pieces. Vehicles are in a half-assed state, with no variety and lack of counter-options. Team sizes are locked at a number too small to justify HAV's power, mercs hump the ground like it's the New Eden national pasttime, and of the small number of viable weapons we have, many have their roles superseded by other, more generally effective armaments. ARs are a joke, Large Blasters are useless against vehicular shields (which blasters have an affinity for), I can go on. This game isn't even MMO finished.
