How old is your character or how much SP does it have? If it only has less than 800,000 SP and you have more than 300K "wasted" (there is NO such thing as a wasted skill point in DUST; it will either be useful later or if you decide to use it), start a new dude. New guys start at 500,000 SP so if your "wasted SP" is more than the difference between 500,000 and whatever SP you have, it could be worth it to start over.
If you want to see what you want to use, Militia gear! It requires NO skill investment. There isn't a Militia variant for everything but if you want to try a dropsuit there IS a Militia variant for every suit. If you want to try weapons/modules like Cloak, Rail Rifle, or Mass Driver, you either have to spend SP or use AUR gear (Standard level Aura gear has no skill level requirement).

When it comes to putting SP into things to try it out, 1 point is cheap. Trying out a Rail Rifle is 12k SP which is about 3 matches. If you hate it, don't use it ever again and don't worry about it. If you like it, go advanced. Advanced anything has a pretty big power bump from basic without breaking the ISK or SP bank. Advanced to Prototype is far, far less of a benefit for a far larger investment so hold off on that.
Core Skills are probably overall the best things to put points into. No matter what suit you are using, 25% PG and CPU is going to be amazingly useful.
Don't worry; everyone has some level of "wasted" SP. I have nearly a million wasted in Vehicle Turret Upgrades and Damage Amp Optimization because I made a mistake and didn't realize the modules actually got better; I have never used a Damage Amp above Basic. I have over a 1.5 million is Assault Rifles which I will never, ever use again because I am Caldari focused (at the time, it was the only real "rifle" in the game). Most of us have 622k "wasted" in Handheld Weapon Upgrades that we wouldn't have put in there knowing that they were going to be nerfed so badly. That's the game though; stuff changes and you get to move on.
In short: you are in good company with your "wasted" SP.

So "Dropsuit Command" to level 5 isn't a waste? (Might be a different skill I'm thinking of). Also the basic suits are kind of a waste. The Ammar scout is this > < close to being a waste of SP along with the current build of assault suits. You can't say there is NO such this as a wasted skill and use the reasoning it will be usefule later. When at this point nobody knows what is going to change in up coming builds. Changes to suits/skills make certain builds useless, an unusable playstyle for different people in effect making SP wasted. True, there are obvious ones that are not helpful at the moment. Dropsuit Command 4-5, Dropsuit Upgrades 4, HAV 2-5, Dropship 4-5 are the most obvious ones. It doesn't mean it will always be useless but that wasn't my point.
My point was mostly about "the stuff that isn't obviously 'useless' is not a waste to get and everyone has some level of 'wasted' SP so don't worry about it." The game is an MMO; there will always be an ebb and flow of what is powerful and what isn't. One day we will be back to whining about the Assault Rifle being too good. Jeez, in a single patch we went from "Scouts are terrible" to "Do Scouts need a nerf?"
