They should not cost 3m ISK simply because that would make the class non-viable. While I do believe their needs to be a financial consequence for loosing a vehicle, the consequence shouldn't be high to the point where you need to grind 15-30 matches just to use the item you invested >50% of your SP in.
A 3m ISK HAV wouldn't deter spam. It would only dictate who could spam. There are many players and corporations that have enough ISK to run the best gear in the game indefinitely. 50m ISK is chump change to them, 3m might as well be pennies.They'd still spam them, so that wouldn't solve anything.
HAVs need to be accessible to everyone, not just the wealthy elite. A person shouldn't be turned off from a playstyle because of ISK. Their role choice should be based on what they like, not what they can afford. Otherwise the role will stagnate and become extinct because other players won't use them.
Balance around ISK is an imbalance. If I pay 3m ISK for something that can never die, I'll eventually won't be paying for it as I would have made the ISK back, but not die0. It'll just be me roflstomping everyone, which wouldn't be fun for anyone. (Except maybe pubstompers).

Yeah, and Ive killed LAVs with a Combat Rifle. Does that mean Combat Rifles are an AV weapon and need to be nerfed?
I've also survived AV many times in 1.6. Anyone and anything can be good against scrubs. Go against a competent pilot and you'll have a different story.
You really want to be realistic? In real life AV weapons are tracking and OHK just about every tank in existence, and/or kills the entire crew inside. How would that sound to you?
