Make the second equipment slot only cloak fitting. In fact, change the stats of all scout suits to 5% profile dampening per level instead of cloak field, make the cloak field costs what it does now for lvl 5 scouts for all scouts. And make a scout suit the only suit that can fit it.
We would have an option to NOT run it, but only have 1 equip slot. Also wouldn't have to bother with the logi or commando running cloaks, which is honestly, what, fun? Alright but why can't mediums and scouts equip HMGs then.
Come on, everyone should have a niche. For that matter, make scanners only equip to mediums, give an assualt suit a reason worth playing. Scouts have cloaks and commandos don't need one. * the scanner that is |

personally, ive been running a gallente scout prototype with an ishukone cloak and proto Magsec smg proficiency 3. The ability to remain invisible for 80 seconds, and then require 20 seconds cool down to recloak for 40 seconds is very powerful.
Please be careful about what recommendations or buffs / nerfs you request.. its because of such wild requests tanks look like they do, half the vehicle gear is now missing, and ccp is so super confused about what to fix and focus on (hence the terrible ideas they keep coming up with) :P
just to emphasize, Scouts are fine, dont mess with their mods, they require those 2 equipment slots to make up for their squishiness. yes they are partially invisible, but you can still see them and KO them.
they are a skill suit.
