I'll tell you this, I have started this game as a scout and to be an effective scout, I hope your 10 mil is in exactly what you need to be able to play as a scout. Armor and shield to 5 in core skills is not as important as dampening, precision, range, kin kats, cardio, and hacking.
Even if you plan on playing as an assault scout; if you don't have those skills at least to 3, I wouldn't go into scout cause you are going to get slaughtered by people who had to learn the hard way to scout and we have a much better sense of how to play them than most of the FoTM peeps.
The only thing the cloak brings to the table is to take time away from hunting targets and getting unexpectedly killed because you 'thought' someone couldn't see you. Most of the vet players can see right through it, even when you standing still. That's not to say the cloak doesn't have its merits. You can hide from tanks and do a couple other things. But scouts life is a hard life sometimes; you have the HP to make many mistakes, especially if you are going to run militia gear to stay ISK positive, also the cloak is like 3.5K alone so it will be the most expensive suit you could run.

You're welcome, if you want a taste of scouts though; I'd recommend getting a medium frame and running double precision enhancers and range amp. You shouldn't care about dampening, but seeing everyone out to 50 meters that isn't a Gal Scout would be an excellent balance. I'd choose caladari or min and use double advanced or proto enhancers. Min will give you the speed of a scout. I used to run min starter fits until I realized that scouts were faster, it becomes addictive. Unfortunately, precision, range amp, and dampening are the 3 skills that you cannot buy complex when you get to 3 with AU. So itGÇÖs the long road for everyone. However, that way, after you get them you can dip into scouts later because you started doing the ground work. Also, if you want to run a logi slayer they have lower precision so you donGÇÖt have to use as many precision mods.
