Well, i haven't spent too much time with it yet but i think they reversed it.
When before 50% meant your uplink would spawn in 5 seconds instead of 10, now 50% means that your uplink will spawn in 15 seconds instead of 10.

They are broken though.
I've got proto Amarr logi and my ADV links keep spawning me for 12 seconds.
And I know a guy who says that having an Amarr logi on your team seems to change everyone else's spawn timers also.

-47.5% of 10s for Imperial Viziam PRO+ uplinks, so 6s spawn before Amarr logi, to 50% on 10s for STD links for 15s spawn.

A positive bonus? That sounds more like a penalty. Completely counter intuitive from the sounds of it. Maybe I'm missing something.

It seems like my proto uplinks have the properties of basic ones. It takes 10 secs to spawn from them.

When you're down, but still alive (think able to be resed by a needle), your spawn timer will count down to a minimum or 3 sec. It will stop, however, if your clone is terminated.

The 3 second spawn still happens when you spawn while your clone is still reviveable. Doesn't really matter which uplink you spawn in when you get that chance to spawn in 3 seconds.
