My Min Scout is just fine where its at.
The third low slot is much needed. Now I can run Speed, Stealth, and Hacks on my suit.
Oh, and it's hard to the above, fit a cloak, knives, and a decent side and have more than 350 eHP
The other scouts? Maybe. But the Min Scout is pretty damn perfect where it's at right now.
If anything, I would get rid of the second Equip slot (I can't fit another equipment on my scout, not enough CPU/PG after fitting what I need)

Capes need to go, use the two equipment slots and provide scouts with a chance to use scanners, DL, compact hives, RE etc... It will add so much to the class if cloaks were removed and scouts kept their current boosts. There would be no complaints, just balance.
Capes aren't an answer to anything except how to make a new Logi type slayer. Play PC then say scouts are fine without cloaks.
Scouts don't NEED cloaks, but they are pretty damn effective with them on.
It's a force multiplier. I can actually sneak into a base now, assassinate a lone defender with knives and then Speed hack the objective.
I can't do a damn thing in a direct 1v1 if they see me, but If I want to run from a fight now, I can actually do it.
Scouts feel far more scoutly in this build. Just wait for the Cloak Spam to die down (Which it will)
Here is why:
Cloaks are useless in CQC. I can see the shimmer easily, and standing still only works if they aren't looking for you (Hiding in a corner, etc).
However, they are FANTASTIC when crossing open ground with everyone shooting at eachother. If there is a skirmish going on, people will be busy engaging VISIBLE targets. Use this opening to cloak and run around a flank. De-Cloak so it can recharge and then attack.
Once they start turning around, Cloak and GTFO (This is where speed comes in handy. At range, the shimmer is effective at stopping people who didn't know where you were from taking potshots at running scouts)
Since they have turned around, they open their own flank to the Blues who were fighting them before.

Cloaks are great in good hands, but nearly useless to the inept. I like the cloaks where they are now.
If any change must be made, it must be that you can't do ANYTHING until fully decloaked (You can pop off a shotty round before you fully decloak), and they must make it so that the cloak is BRIEFLY disrupted after being shot at. It shouldn't break the cloak, but you should become visible again for a slit second.

Gotta disagree on this one, minmatar scout and gallante scouts got a buff, caldari and amarr was just pre-buffed. Gallante scouts only gets one more useless high slot while minmatar gets another speed mod. I don't think a gallante scout would put shield mods since its useless.
Speed mods?
Have fun running more than one.
PG problems are huge on Min Scout.
