I feel you, I deleted a 4mil SP character cause I wanted to change my profile photo as I log in and the order of my toons on the main screen, as well change my name. It wasn't a smart idea though; I now realize all the officer weapons and AU gear that got deleted with it.
Your list of what you want/don't want to use doesn't paint a clear picture. You say you have used every suit or weapon, what do you like doing?
Scouts die fast, so they can be no fun for a lot of people. Also, they take the longest to make the best. An assault can grab and go; they will always be scanned, unless you run a special fit. To make a scout non frustrating you will need about 8 mil in core upgrades, kin kats, cardio, precision, range, dampening, hacking, electronics. ect. Once you do though, you can really shine.
Heavies are annoying hard to move around in, that put commando out (especially if you don't want vehicles either)
I'd recommend heavily getting a toon you are going to like forever, and buy the collectors card off of ebay for the templar gear, and buy the code card from Amazon for like 5 bucks to get a LAV BPO. Once you have even a couple of BPO's it vastly changes the game. Even if you die, if you are running a 3K suit, you don't care much. Since you are starting over and are not going to be a sniper I can assume you will not care about your KDR too much.
Other than that, I would recommend only buying 30 active and passive boosters and running with a templar logi (free) with a scrambler rifle (free) and a scrambler pistol (free), some flux nades, militia shield enhancers in the highs, militia armor plate, militia armor rep in the lows, and a repper and either a scanner, nanohive, needle, or uplink.
You will have (I believe, these just changed in 1.8) around 200 shields and 400 armor without spending a point of SP. Run with a pack in the city and hang back, don't take chances, don't be alone. Even if you don't run with a squad you will be protected and have an easier time, it's a lot of fun saving people too. With the scrambler rifles range you can stay back and still get the kills. This is also end up netting you the most WP per match outside of tanking or protostomping and you can max out those core skills first.
