Intro -- Logis are squishier now and less viable in combat. Of all the dropsuits in the game, logis have the least capacity for self-defense. When in a group, we are likely to be targeted by scouts as we're the weakest target and a force multiplier. When we find ourselves alone (happening a lot in 1.8) and are running to where we need to be, we're easy prey for scouts, especially cloaked ones.
Problem -- Logis are just not competitive enough right now. We are less surviveable and less dangerous than before and more support focused, so we should be able to support our squad by detecting dampened scouts.
Solution -- Change logis' base scan precision to 32. (This is not as drastic a change as you may think.)
Explanation -- Currently a logi's base precision is 40.5 at max skills (enough to see all but scouts on passive scan), and 31.5 with a complex precision enhancer. Scouts (besides Gallente) with a complex dampener are sitting at 22.75. My proto min logi has to fit 2 complex precision enhancers to get down to 22.5 and see them on passive scans. That sacrifices too much tank, but if I don't do it nobody can see them coming!
If my base precision was 32 it would be 29 at max skill. A scout's profile would be 31.5 at max skill. So if both of us don't invest in scan mods I can see them on passive scan and relay intel to my squad. If they use a complex dampener or cloak I can't detect them. If I then put on a complex precision enhancer I can detect them again. If they run Gallente scout and equip a complex dampener--or equip a complex dampener and are cloaked--their profile will be 14. If I then added a second complex precision enhancer my precision would only be at 16, so dampening specialists would still be undetectable.
In conclusion -- This change would, by enabling logis to detect scouts on passive scan, make them more useful in squads and more survivable while still keeping them an inferior choice to scout for the former "assault logi" demographic. Due to the nature of precision vs. profile, the reduction of logis' precision from 45 to 32, though seemingly drastic, would not increase their ability to detect medium or heavy frames one bit. It would only allow them to detect scouts who aren't invested in dampening, without having to sacrfice a complex shield extender.
