It's fine, shimmer is easy enough to see, and it allows scouts to flank really well when the enemies are busy with other teamates, and besides if there are multiple people he gets 1 kill before having to bail, use your eyes to see them.

Cloak isn't OP. But it's stupid that scouts can have similar HP to an assault after decloaking.

The Amarr scout is really the least of the scouts. The Gallente scout is a problem as a brick tanker. The Caldari scout is equally problematic. There is a reason why there are full proto Calscout squads out there (hint: It has something to do with the amazing regen whilst maintaining a very solid tank).

If we remove the ability to customize the fit, why not just have simple classes. What you are saying is we should remove possibilities for any of the scouts to use higher armor tiered module...
If you want to support this they will have to separate each shield modulator and armor plates and repairer for Heavy/medium/light armors. IMO they should have done this a long time ago it would have been far easier to balance and it would also have been in line with the fact that a scout cannot juice up as much shield since the size of the module needs to be smaller... |

As a scout myself I think cloaks need higher fitting reqs for 2 reasons. 1 to stop scouts fitting a proto cloak onto brick tanked scouts so easily (made a fit to test it myself scout GK.0 226 shield 756 armour still decent ish speed and low sig and a proto weapon with a proto cloak) and 2 to stop them being fitted on other suits I have seen a few cloaked commando's 1 cloaked assault for some bizarre reason and countless cloaked logis including a brick tanked logi GK.0.
Cloaks aren't OP thought they just need some tweaking, also doing this would mean the min scout needs some love.

I'm not a fan of these tanked scouts either. Maybe a drawback to the cloak such as: "if this piece of equipment is equipped, the efficacy of shield and armor mods is decreased by 60%)."
Something along those lines. Perhaps the shield/armor modules at full power somehow affect the ability of the cloak to do its job. I'm just spitballing here, but I'm anxious to get rid of the FotM chasers who want to ruin my suit |

I found the only use to the cloak would have been to safely get out of redzone situation or to try to go past people to get to objectives but the shimmer only half helps I guess. So what I am seeing now is only more campers that stay stills. My corp did found that they are highly mitigated by moving in big numbers, since they are alone the intelligent one will stay still while the mass do their things because it would be suicide to move against 5-6 close opponents. Those that decries it play solo, predators eat easy targets but leaves the big fishes to do their stuff :) |

The cloak seems fairly balanced from what I have seen so far and this is both from trying it out and from finding and killing cloaked enemies. That being said there is a lot of concern over how easy it is to fit on some suit fitouts and to be honest the easiest way to balance it is to move it from the equipment slot to a light weapon slot. Then all the suits that can take it now can still take it but it is means sacrificing a weapon, like in EVE, and would cut down how often people are willing to use it. The problem really is not cloak with tank, it is cloak with tank and high damage. |

If you don't like brick tanked scouts... lower the fitting requirements on Biotics Modules. 15pg for a complex kincat is only marginally useful 12pg for 148.5 armor HP that is very useful.
And a better solution would be to have plates and shield be percentage based extensions rather than static numbers.
Though, the scan profile reduction is definitely overkill. Probably so Medium frames could use it better. Scan Reduction on Cloak is OP

if the claok was OP i wouldnt be shooting at sprinting cloaked scouts with shimmer form a tank. now when a tank is killing a claoked scout you think that the claok is op?
