can we at least try to resemble eve with weapons? The Precision rifle is the Minmatar sniper rifle. Honestly, the rocket launcher is likely to be Caldari. Gallente are all about close range, high damage. So, any weapon that comes out along for Gallente will likely be this way.
The "Eve connection" here is that Gallente use HYBRID weapons, and in Eve they're not broken into subgroups for "hybrid - rail" and "hybrid - plasma." So, in Eve, Gallente represent the "armor hybrid users," and Caldari are your "shield hybrid users." You can fly a Gallente ship with rails, and you can make some mean Caldari blaster boats.
In Dust, missile systems (really, the "primary" weapon system for Caldari) need to be finely balanced, and Caldari need bonuses to "directed explosives" (a.k.a. missiles), while Minmatar would receive bonuses to splash amounts, etc. for grenade-style explosives. Then, Gallente (and Caldari) could receive bonuses that affect all hybrids, making armor hybrid suits or shield hybrid suits able to use both weapons effectively.

Why does a precision rifle not make sense for minmatar? The CR is basically their autocannon turrets short range high rof low damage per shot. The precision rifle will be their artillery turret, long range, huge alpha, terrible ROF Yes, it totally makes sense for Minmatar. I agree, though, that it does cause problems in that both sniper-type weapons are going to be "more of the same"--namely, they'll both be long range, bonus-damage-to-armor rifles. I don't expect Gallente will get ANY long-range-flavored weapon, but the new sniper rifle ought to have been a laser weapon at least; give us some sniper-weapon that does bonus damage to shields.
I'm sure once even more weapons are introduced and fleshed out we'll see hybrids merged into one category and Gal/Cal bonuses updated to reflect this. Caldari will likely receive bonuses to hybrids' range or something, bonus to missiles, shield bonuses, etc., while Gallente will likely get bonus to hybrid damage (holy crap RR damage!), rate of fire, or similar.
Sort of the great thing, though, is that there's PLENTY left to add, iterate and introduce to the universe, and it's only just beginning.
edit: The Plasma mortar sounds interesting, but only interesting. My fear is that it'll be more like the Plasma Cannon than a true heavy weapon, and that weapon is questionable (at best) when used in the most ideal conditions. The PC has terrible rate of fire, reload time, arc gimmick of the bullet, reticle that doesn't update or add to the aiming experience, etc. MANY problems remain with it, and I'd really rather it be fixed to be an effective weapon (with little gimmick qualities) over using the gimmick mechanics in a new Plasma Mortar.
If the rocket launcher is a "true" rocket launcher, then the PC will be marginalized into NOBODY using it, much more so than HARDLY ANYONE using it currently.
