Whatever is causing the Armor/Shield Upgrade skills to not be applied on spawn is happening with all of the skills. You won't receive weaponry bonuses until it corrects itself; few people have noticed this with the Minmatar Assault's magazine increase. Well, this isn't the first time that this exact same bug has happened. What is this, the third iteration of it? It certainly explains some problems I've encountered, like hack speeds on Minmatar Scout and Passive Scan range on Cal/Gal Scout. And Precision on Cal-Scout. And damage on some weapons... wow. Yeah.
