CCP has stated that 1: PvP is inherently imbalanced. You will never have two people of similar skill (RL skill) going at it. 2: Even if things are intended for a specific use, they will be used for killing. And they enjoy that part. Not really, the decrease came with 1.6, or maybe even 1.5, I don't recall:

It was the patch where they added the ridiculous AA to the already OP bullethoses - hence the nerfs in 1.8. |

As of right now everyone is using them for combat purposes. They sneak pass five guys get behind them de-cloak kill them then rinse and repeat. I'd consider myself a talented scout and I have my hands full with 3 enemy. Cloak or no cloak that doesn't change. The cloak isn't going to allow a scrub to take on and beat 5 guys. If the cloaked scout wins he would have done it with our without the cloak. You know we can see you edited your post lol scrub tryna take back what he said ^ proof cloaks are broken. Like I I said only people defending are the ones abusing it and the ones who are relying on lol try again.
SO, you've taken a poll? I guess you must because frankly, it seems like only you hold this position that the cloaks are to be used your way only, and that anything else is blasphemy.
