And it has easily kept me ISK positive. (My most important metric.)
I'll start by saying I've long been an EWAR guy, and having run Gallente Scout for ages I never had bothered to get my shield extenders up to 5, (Though they're on the top of the list for what to skill into now.) so that's why you'll not see them worked into my fit.
Anyway, here is my main fit.
According to the tables I have been working with in conjunction with protofits (and my own wish to make my suits as cheap and functional as possible) this Calscout scans down a standard scout with a PRO Damp(or cloak) and Ganja's who don't put on a PRO dampener. I decided that for the ISK and the efficacy of using Complex precision just wasn't worth my time and I'd just have to be as alert as I was in my days as a Gallente Scout.
I also only use an ADV Range Amp simply because it is a difference of only four more meters at PRO- and therefore not worth the extra cost to my fit. After that I filled my slots like everyone else- the best shield extenders I've got and an ADV Shield Reg to improve my hit and run a little bit, and it has saved me a number of times already.
For the sake of managing cost both in ISK and fitting, I only ever run Sidearms. Due to that, I picked up the Bolt Pistol (due to its high damage per shot, high efficacy on armor, and nice range... Plus I'm partial to pistols.) and my trusty ZN-28's for cleanup and assassinations.
Flux grenades because, well, there's absolutely nothing better for cleaning equipment hives and dealing with shield tanked players.
Then, of course, there's the obligatory cloak and RE's. (Or whatever other BSC equip you want to put in. I have a series of this fit with different equipment.)
I understand loving speed and stamina, but speed mods haven't work for me so far on the Cal Scout due to our highly limited lows, so instead I choose to supplement the strengths of the suit as much as possible while keeping things fairly cheap. For that reason, I'd recommend doing your own tests with precision to see if its worth your time or not.
Finally, as a tip: Never EVER trust the cloak. It's useful sometimes, but I've seen far too many players trust it to protect them and frankly, it won't. The Cloak is best thought of as an active dampener which can be useful to help you run across open areas without immediately being spotted. (Or for just a tiny bit of extra security when hacking.) You can use it to aid in confusing the enemy, but in general, do not ever trust it to be reliable enough to keep you alive as you enter or escape a fight.
Besides that, wear stereo headphones. If you haven't tried this you might just be amazed how much it can help your battlefield awareness (when out of cloak, since cloak dulls all sound.)

In my experience thus far the Complex Damp's bonus isn't enough for the extra ISK it costs over the Reg(Only ~1.5k, but still), and that split second of quicker regen has saved my fit a number of times so far.
That said, I do also have a fit with a Complex Damp on there, it's just that even with it and cloak the Calscout isn't going to slip beneath the scans of its Kin sporting two Complex Precision. (Which is the norm for EWAR CalScouts from what I've seen.)
Thus I don't run it on my general purpose fit.
