I have zero issues with heavies; shoot them from 50m and they're butter to my whatever-gun-I-have-in-my-hands-at-the-time.
Scouts?
They're just as tough as me, they're nearly unscannable (Proto or go home! I mean, I can invest into level 2 dampening and now my dragonfly is permanently dampened from ADV scanners), they can strafe SO much faster than me it isn't even funny.
Got no problem with cloaks; it's the light assaults - which EVERYONE knew was coming - that I have a serious issue with.
Fuck this. I'll be spamming uplinks from my Amarr Logi and hanging out in my tank.

If it's really a problem then make it so putting on more than one armor plate or more than 2 shield extenders have a downside

not sure what scouts you've been facing but it's rare for me to show up on any radar. |

ya a caldari scout with precision mods will find you sure, unless i stack damps which I do from time to time, but at least as of now that is not the primary fit on the battlefield, also I tend to just use my eyes, so far i've yet to die to a cloaked scout, but i've killed dozens heh. |

because they haven't killed me yet, i guess if I have been on their radar and they failed to kill me, I don't mind that I'm on their radar, I hope they keep doing what they're doing if it's working for me. |
