Nope.
It's the opposite, the concave side is the direction people are facing. It also doesn't indicate a cloaked enemy.

You're an idiot. If it was to indicate direction, why would some players appear with it and others not? Also, how does it indicate direction when it's not the tip that faces forward, it's the convex side!
What Shayz points out seems to be the most probable explanation so far but i can't see any logical reason for CCP to have different chevrons for the new suits, most likely it's a bug and the new suits aren't displaying the chevron properly.
Now, will you please take your arrogant opinions elsewhere?

It indicating a direction is a byproduct. They could've put a pentagram or a pacman outline or just a straight line and whenever you'd realize which way they were pointing to, they'd all be indicating a direction.
