After seeing it used and using it myself for a few matches and I already see problems with it.
This problems I have with it have do with how it works.
The impression I have from it is that it is NOT designed as an nuetral device, but as a defensive one. It works most effectively for avoiding and escaping risky situations.
The problems:
1. Activation by first switching to equipment slot is fine, but requiring to remain within the slot for the duration leaves you defenseless against attacks.
2. Does not disable when damaged. I had shot people while they were cloaked just to see them remain cloaked and run away (Showing that it is a defensive device).
3. It is spamable for half of it's total duration. This isn't a big problem, but can be abused by swift attackers.
4. The profile bonus allows players to be invisble to nearly everything, except the naked eye.
5. The duration and recharge time are currently over kill. They last longer than they should and need to.
The Impression I HAD was that it would be more effective as a active sneaking device for generally reduced detection travel.
My suggested designs:
1. Activation requires switching to device, but can switch out during duration without deactivation, allowing for active preparation for other actions.
2. & 3. Should deactivate and force a hard recharge when high active action is performed (attacking, recieving damage, using other equipment), elimination spamming of the cloak.
4. The Profile bonus should work against Active Scanners and player view detection, BUT should show up on the Tacnet radial (for players that pay attention).
5. The duration and recharge should be reduced to 50% for each variant, to avoid prolonged camping and incentive to hide and recharge. This would keep players on the move if they want to get the most out of the cloak.
And that's it. This is just my opinion based on several matches of experience.
I was hoping to have matches where I could play as a ghost logistic to avoid fights in between helping teammates. Well actually I can still do that. :P

You are seeing that it works as a defensive device, that is exactly what it was created for. So.... |

Exactly. Intentions don't always work out the way the creators hope. Unless CCP likes unbalance.

4. The profile bonus allows players to be invisble to nearly everything, except the naked eye. (not a problem..hence the term "cloak")
5. The duration and recharge time are currently over kill. They last longer than they should and need to.(that's your opinion)
The Impression I HAD was that it would be more effective as a active sneaking device for generally reduced detection travel.
My suggested designs:
1. Activation requires switching to device, but can switch out during duration without deactivation, allowing for active preparation for other actions. (This would create more spam and is ridiculous, do you also think you should be able to shoot your weapon while using your rep tool/nanite injector/remote detonator?)
2. & 3. Should deactivate and force a hard recharge when high active action is performed (attacking, recieving damage, using other equipment), elimination spamming of the cloak. (This would make the point of the cloak null and void and it would go the way of the flaylock pistol and be useless)
4. The Profile bonus should work against Active Scanners and player view detection, BUT should show up on the Tacnet radial (for players that pay attention). (Again, you misunderstand the word "cloak")
5. The duration and recharge should be reduced to 50% for each variant, to avoid prolonged camping and incentive to hide and recharge. This would keep players on the move if they want to get the most out of the cloak. (Not a terrible idea, but again...goes against the idea of "Cloak")
And that's it. This is just my opinion based on several matches of experience.

I think you're just upset people can get away and you don't get a kill. Their "win" button is bigger than yours and you're wanting it changed immediately. Pretty much everything you just said alludes to "I can't win, so change it."

Personally, I like the fact that it hides scouts from the TACNET but gives a lot of visual indicators. People should be paying more attention to their Field of View (FOV) not the minimap. A cloaked scout standing perfectly still is still visible to someone paying attention to their FOV.
Also, even though the scout stays cloaked when you shoot them, they become more visible under fire, so it is a balancing factor.
Sure you can spam the cloak for half it's duration, but if you move, you light up like a Christmas tree. Also, it takes time to switch to the cloak, then to a weapon/device, then back to the cloak. It's not instantaneous, which is a good thing as it prevents scouts from killing people while still cloaked, but still gives them an opportunity to flank. Combine this with the bright bluish purple glow from the cloak when the scout moves. In many ways, cloaked scouts are even easier to kill now because they contrast so drastically against the muddy textures ever present in DUST.
I don't think the cloak is perfect, but it seems very well balanced, for CCP.
Balancing factors -Requires LvL 4 or 5 in scout to not totally gimp your fitting, even for scouts! -Cloaked enemies are still visible, EVEN WHEN STANDING STILL. It is not perfect invisibility -Moving slowly causes the distortion to increase -A running cloaked opponent is very visible and hits on a cloaked target increase the visibility -Switching to another equipment or weapon is not instant and the cloak drops completely before you are able to deploy the equipment or start firing. -Cloaking takes 2 or 3 seconds, (bringing up the equip wheel, selecting cloak, cortex animation, activating cloak, cloak effect complete) |

What you think is wrong. I don't have a problem with other people using it. I've only been killed by maybe less than 5 cloak users in the past few hours.

You should be open to attack when trying to switch back.
You should be able to engage cloak while sprinting.

1. It's a drawback and I like it that way 2. They can't shoot back without disabling the cloak, also fairly easy to spot that blue phantom running around 3. Smart use should be rewarded, I think this is working as intended 4. The profile damp bonus is high, not sure if too high 5. Duration is a bit high imo

i'm just trying it in academy right now, i have a few ALTs with a buttloads of passive SP i look forward to spending here in a few. my main is probably gonna Minmando.
wasn't that easy but i give a big thumbs up for once. it's like star wars galaxies again. i played a cloaker/cloaker hunter in that, i still need more time with cloak to become critical of it but so far i'm very impressed.
the skill seemed to me knowing how to manage the cool down when and where to cloak, and when to use sprint without cloak but it's nice to have when you need to recharge your sprint you just cloak up until your sprints recharged, then sprint to a new spot and cloak, but it's not like you can slay a whole squad it's more of an assasin role.
against experience players you will probably have to use cloak very cautiuosly. from what i saw tho will consider spending arrum just to support what imo is something pretty awesome. i feel bad for the lonewolfs who can't/won't cloak because they are going to be eaten alive.
tighter squads, less giggling and mumbling on the mic, will definately be required even more now
