As one who has seen all the vehicle changes and AV changes since open beta I've seen the mistakes CCP have made. They've constantly switch which has the advantage with over nerfing or buffing one. To make the current vehicle/AV patch to work these should be implemented or reimplemented.
For vehicles CCP should never have gotten rid of efficiency differences between militia and proto. They should be reimplemented with the recharge differences so a fully militia tank can't take on one with proto mods or proto infantry. They should be worried about militia and standard AV again. All hardeners do 60% resistance, it should be from militia to proto 30/40/50 and for damage mods 10/20/30. Then the only tankers AV would hate would be ones protoed out.
Also CCP should reimplement when vehicles were restricted to one active module type per fitting. This would get rid of double hardeners or damage mods or even triple. AV would have better chances of taking out tanks because the would be unable to cycle hardeners and other vehicles would not be obliterated if they had a hardener on if they have double damage mod.
For AV I feel that swarms range was over nerfed, it should be increased by 50-100m. I feel it unfair that they have to be so close to a vehicle to lock on to it and attack it. AV nades should get a slight buff in damage. Not being a full fledged AV user I can't give great detail to other possible beneficial changes.
These simple changes I feel would bring better balance between AV and vehicles.

Assuming you're referring to the hardeners, they were never limited to one, because you know, active tanking is a thing. SOme people actually like to go for a pure tank. With that being said, This needs to happen.
Also, swarms do need that.
Rest of it is a no.

How do you explain to someone using standard AV that the tank they are fighting also has standard modules except that they are equivalent to prototype?
AV receives a 50% damage increase from militia -> proto, while shield/armor hardeners and damage amplifiers have equal efficiency from militia -> proto.
This is where the imbalance comes out, because you have militia AV that's fighting a fully militia fit tank that is as efficient as a fully proto fit tank. And proto > militia.

Exactly, that's what created the imbalance so badly. And he there were some active modules restricted to one per fitting. You could get around it with some with having one complex then one advanced. It was on heat sinks and damage mods and I'm pretty sure it was on hardeners.
