Assuming I had level 5 in all Scouts, which would be the most competitive at the STD level when 1.8 hits. The reason I ask is because I'm a cheap piece of crap.
As of now, my MLT Gallente Med fit runs 2 Comp Profile Dampeners, a MLT Cardiac Regulator, a MLT Shotgun, a MLT Scrambler Pistol, MLT Locus Grenades. and a Duvolle Quantum Active Scanner. With this fit, I am able to scan most frames while avoiding all scanners aside from the Duvolle Focused for a measly 27k. It has over 400 total eHP and is my main reason for wanting to try out a "real" Scout suit with the upcoming patch.
So, should I just stick with my MLT fit or will there be something even better? Also, I have no intention in using cloaks. |

Gallente
With passive skills no need for much dampening (or any perhaps, I don't use it and can't be bothered to check) Your used to having 3 lows and you'll get an extra high for your trouble as well as the best PG of the scouts. Also fair HP and passive reps

Hate to say it but Gal - low slots are scouty; gal bonuses are boosted by low slot modules. You can create a fit for pretty much any situation - if versatility is your thing - if you have specific play style the other scouts might achieve it better.
Or go Amarr - they will become FoTM somehow and you gloat over choosing to play one when they were 'hard mode'

I honestly can't decide between Amarr or Gallente. Amarr is appealing due to its stamina and HP bonuses but the dampening bonus on the Gallente seems great as well. |

Gallente, assuming you also skill into range amplification and precision enhancement. You can run a very effective passive scan scout using even the militia E-WAR modules. |

Gallente. If you have max skills you can avoid anything with a complex dampner (cheap to fit) and then tout still have 1 low and 1 high.
You could also ditch the dampner if you're feeling frisky since you'll have good passive dampning anyways and put something else.
Pre 1.8, it's still better imo.
What can I say, the Gallente were made for scouting lol |

I've not checked the numbers yet but I was thinking of this STD build for countering (cal) scouts (could be crap):
Lows: Complex Damp - Complex Range Amp - CPU Mod
Highs: Complex Precision Ench.
Flux/REs/Cloak
Shotgun/Sidearm
Should have a crap ton of PG to spare.
I like running STD too - its entertaining experimenting with different fits for very specific purposes.

If anything, dragonfly because it's a BPO For as long as I have been playing, it's sad that I never bought any BPOs.
Anyway, I run solo 95% of the time. With my current MLT fit, I usually play Domination matches and run around the outskirts of the maps to hunt down stragglers and hack installations.
However, if objectives need to be defended, then I do my best to thwart off all opposition by rerouting my path to flank from the sides or from behind. I usually take an aggressive approach, often dying after taking out 1 to 3 players, but the fits are so cheap that I don't mind losing 10 in a single match as I know I'll still be able to profit.
Due to my lack of speed and stamina from not being a proper Scout and from having little invested into Biotics, I rely heavily on the 400+ HP that comes with the suit. It allows me that little extra boost to tank a few hits of an enemy that has me in his or her sights, often giving me the opportunity to close the distance and get the kill. |

Move to G-I scout and basic weapons and you'll be a monster with that fit. MLT weapons really suffer, and the MLT light suit doesn't get the scout bonsues. Drop a complex dampner as you you'll already be below everything except a stacked Cal scout, chuck in a range amp instead, and see if you can fit a precision enhancer in highs. Visibility out to scrambler pistol range and you should see 90% of the suits on the battle field.
