You weren't clear, it just make scams easier, not impossible... also it means you get a decent cut due to making my life exponentially easier...

As scammer in cheif of first galactic empire i think scams are bad thing unless i get my cut.

10 Mill ISK says RND wanted to be in NF, due to A) Good relation with TP, B) Kain's meta skills and C) they could gain more with NF than with Tso's
