Not being able to see a Gal Scout is fine, they are roughly the same eHP as you and therefore their only advantage would be to get the drop on you. The idea of scanning and seeing what is around the corner is so you don't get into a gun battle with someone who is at higher eHP and therefore will kill you before you kill them.
Frankly, if you are flanking their lines and enemy a Gal Scouts are flanking yours you shouldn't run into each other very often. When you do, you both will be facing one another and neither should have an stealth advantage. So worrying about 1-2 players a match, players who you will rarely see and wont have an advantage on you is just no worth it. Instead you should focus on the other players, or Amarr and Min Scouts who will have greater eHP than you but unless using 2 dampeners are not hidden from view.
RE's will be your friend, although it is difficult to equip them on most adv suits that aren't a Logi.
Running a Cal Adv Scout is going to be enjoyable once you get the necessary core skills to maximize your racial bonus. I look forward to making my scout better. I was going to go Min Scout but i am too worried about NK and wasting SP into a weapon that might change later. Unless CCP says they will refund SP to NK when new ones are released I am gonna stay away from a Cal NK weapon on a Min Scout Suit.
If you run a scanner on the cal scout your doing it retardedly wrong.

Why? They take advantage of the Caldari bonus. They can detect cloaked scouts, minus the Gal, if they are running only 1 damp (only takes 2 enhancers .) Plus enhancers are extremely cheap and much more fitting friendly than extenders.
You also can run range extenders in the lows for the same reasons...extremely cheap. My fitting I use most will be 3 extenders....

But if you are planning on using basic or adv extenders..why bother? They are expensive and offer very little hp value. If you use scanning mods you get more bang out of the mod. You can easily run adv mods on a basic suit or pro mods on an adv suit. Cheap, effective, and fitting friendly. Sure you won't be as good in a fight but they offer their own advantages. I never use anything but pro extenders
