Roden Shipyards is more than just a starship manufacturer, it is a huge corporation within the Federation which involves itself in many other industries as well.
Roden shipyards was always known for incorporating missiles as secondary weapons into their vessels, yes, due to the versatility that missiles offer as a weapon system.
Allotek is a sister company to Roden, producing it's own line of goods which 'compete' with Roden. This is, of course, just an illusion of competition since at the end of the day the same people make money.
Allotek itself was founded to produce starship modules initially, and is not a company focused solely on making infantry weapons and equipment.
And yes, it's likely we will see gallente models for railguns (hopefully even gallente rail-rifles of various sorts) in the future. The Gallente invented both railgun and particle-blaster/plasma weaponry, and utilize both to a tremendous degree. DUST has done a very poor job in showing this, but the fact is that Gallentean ships use railguns just as much, if not more so, than Caldari ones, and it stands to reason their infantry and vehicles would also not limit themselves to short-ranged (albeit powerful) plasma weaponry.
Should also be noted, Caldari frequently use plasma weapons too! Blasters can be commonly seen on Caldari ships which utilize hybrid weaponry. What the Caldari DO use far more than the Gallente are missiles, while the Gallente utilize Drones.
And Godin: The Eris interdictor primarily uses missiles. Missile hardpoints are also available on several Gallente ships (though, I'll be honest, nobody fits missiles on them. )

I hate how all uplinks are Amarrian, all Nanohives are Caldari, and all Rep Tools are Minmatar. Would definitely give the game some more flavor. While we're at it, can I have my Gallente rail-rifles and Caldari plasma rifles? Same stats, same feel, different weapon models with different sounds. Sure but you certainly would never see Gallente Scrambler Rifles..... otherwise I am expecting to see the Amarrian themed Auto Cannon in EVE.
No, obviously the weapon models would have to follow existing lore.
Amarr themed plasma-rifles or missile launchers not out of the question, by the way.
Though, as a side note, I WOULD love to see racial models for missile turrets in EVE, as well as seperate Caldari/Gallente models for hybrid weapons depending on what ship you fit them on.
I would also like minmatar turrets in EVE to look a bit less stupid. Some of the artillery pieces have rectangular barrels with bends in them. How does that even make sense?
