Praetoriani Classiarii Templares [PCLAS], the Dust division of PIE, do in fact accept all races. And even in EVE we accept all races, but non-Amarrians are apart of he PAUX division for role play purposes.
RendonaSix, go ahead and send in an application to PCLAS. You will be accepted at the rank of Tiro, which is a partial member. You then must create an account on our website under the same name as your character, submit a request in the applications section, and a recruiter will PM you with 5 questions you must answer in-character. That combined with our experience sqadding with you in game will determine whether or not you get promoted to a full member at the rank of Miles. Fail to comply within 30 days of becoming a Tiro will result in your dismissal.
As far as restrictions go, are only restriction is to only use Amarr dropsuits and vehicles, except where non-exist (post 1.8 this just means you can use any vehicle until ours arrive). All weapons and equipment are allowed and will always be.

PIE Public, but that is an in-character channel specifically for recruiting purposes. The channel you are looking for is PIE Ground Control, which is an out-of-character channel for Dust players to squad up and get OB support from our pilots.

It is the orders of our Empress not to neglect those who seek the truth of god! I am not saying PIE will or will not accept this particular individual, but we will approach it with the same protocol we do with anyone else who wishes to join.
