Back to your question. CCP has always said that attacking with clone packs should lose you isk. It's the built in advantage of owning districts. Now the big problem is that the overall design in PC is terrible because a lot of things were added last minute to fix "oh didn't think about that". Also ccp made it so attacking and winning is the most profitable when using clones from district. To counter blue donut isk farming (lot good that did). There isn't much kane, cpm, us can do with the PC 1.0 design. Per ccp lockingbro PC 2.0 is nothing like PC 1.0. So long term we can only hope Every mercs life ends the same way. It is only the details of how he lived and died that distinguishes one from another
