This is one of the strangest requests I've seen on these forums yet. If CCP actually complied with this you know that a major AR buff would happen and everyone would want their skills back.
It's not like SP that you aren't currently using in your favorite fit is hurting you. I even ran Tac AR for a few matches the other day just to mix things up and was shredding people with it.

If you bring RP into this, which I whole heartedly agree with, then here's the scenario:
We are still very early in the immortal clone soldier program. The megacorporations are rushing to deliver equipment designs suitable for our use with some corporations delivering before others. Most of us started back when the Assault Rifle was the only infantry rifle available and we learned how to use it. As new weapons, suits, equipment and vehicles are introduced we have not forgotten how to use that gear. We killed with the AR. We earned our war points with the AR. We know how to use suits produced by our enemies -- because we had to.
This is why most role-players are against respecs. This is why I am against them. Those skills are ingrained in our memories in the same way you learned how to ride a bike as a child.
A loyal Caldari soldier may look back on his past and his use of the AR with distaste. That's totally fine. Use your State Rail Rifle with pride. But, you killed with the AR. You remember the AR and could use it effectively again if you picked one up.
Life is messy, especially when living on the cutting edge of clone soldier technology.

The AR is fine in close quarters. In 1.8 the regular and tactical versions have higher DPS with no spool up time than the Rail Rifle and more damage potential per clip than the Combat Rifle. Even in our current patch I do just fine with the AR as long as I have cover and the Rail and Scramblers don't beat me with their range. Just keep a fit with the Tactical AR for working in open areas.

The AR is only -10% effectiveness against armor not including skills unlike the Scrambler which has no trouble eating through armor. I'm curious to see how this plays out on the battlefield now that we have more variables in our damage profiles. There are plenty of Caldari that are excited to get their Scouts and Heavies which will be heavily biased towards shield.
Picking a sidearm that compliments your main weapon is going to become more important. AR users should carry a Magsec or Bolt Pistol. Rail users should carry Flux and maybe a Scrambler Pistol. As a primarily CR user I'll be fine with Flux.
