Shield and armor are designed to be mechanically different. Their numerical values are balanced around those mechanical differences.
When you make them more mechanically similar then you have to make them more numerically similar to maintain balance. This will almost necessarily lead to them the same thing under two different names, which is a clear game design flaw.
You can take a benign object, -you can take a cheeseburger and deconstruct it to its source...

Except the tool wouldn't change the way they function would it, it'd be a logi repairing the shield just the same as armour and if you think that's op then you have no initiative whatsoever. Of course it would and you just said so yourself right after denying it.
"Can be repaired by logis" is a huge change in function. Having to fully rely on innate buffer delay and recharge is pretty much what contrasts shields from armor.

Its not a suit function change is it, so its not op or even close, it doesn't literally change a suit to permanently be buffed all match does it? It requires a logi to do that, which requires teamwork. You're shifting goalposts here. It doesn't need to change the suit or be somehow permanent to be a mechanical change
And again. The fact that shield tanks cannot rely on logis as much as armor tanks is part of their design. They were intended to work that way all along.
You don't like the way shields are designed? Go armor.
