With damage mods getting a hefty nerf in 1.8, is it still a good idea to use them in the high slots? I was thinking maybe using shield energizers on the gal sent's highs might be good for a fast buffer, but I'm not sure if I should do that..

Gallente are armor based, not shield. Don't try making them into dual tankers.

There are not enough viable options for either set of slots at the moment armour gets no high slot mods, shields do get some low slot but I am guessing they are crap because pretty much every "shield tanking" suit on the battlefield has higher armour than shields.

A damage might, might be worth using considering your already large HP pool and high base damage weapon. Shield modding doesn't sound like a bad call though. I'd recommend a recharger over an energizer though, as an energizer will kill a noticeable amount of HP with the high base heavies have.
You have long since made your choice. What you make now is a mistake.

The Gallente Sentinel, for example, has one high slot and four lows at prototype level. What do you think goes in that high for the Sentinel that has a passive of 1 armor per second regeneration and mediocre shielding capabilities? Caldari's prototype Sentinel, on the other hand, gets 4 highs and 1 low and has the greatest shielding capabilities.
It's pretty clear which one does which. The only Sentinel with more armor than the Gallente's own Sentinel is Amarr, which prototypes are 3 lows, 2 highs. They are the closest thing to dual tanking able, with Minmatar sitting right below.

Why not? It has a lot of shield. It also frees up lots of PG to avoid the damage mod. Dual tanking might not be viable in EVE, but it works in Dust.

It has nothing to do with what you're "supposed" to do. It's useless being patronising when you're not actually considering the effectiveness of the fitting being discussed.

That Amarr bricked on the Lows and what's left of the Damage Mods in the Highs will still be the best Heavy. I'll take that 10% damage buff over 135 HP. But, that Gallente if tanked with Biotics (1 Regulator, 3 KinCatz) will be an unpleasant surprise for most players.
