You are confused by the many tank scrubs using Sica and Soma variants. A cheap one, if you have BPOs, are ~66KK. A tanker that has skills and buffs them with damage mods and ADV or PRO weapons spend ~200KK and the PRO weapon cost 282K regardless of the type.
So spread what you will, but start with the facts.

Is an Assault rifle projectile?
In a science fiction story it would be. It definitely doesn't play like one in Dust.
A field in the Weapons spreadsheet detail the type of weapon it is would be a useful item.

MS doesn't explain details for Xbox games, equipment and Xbox Live. It is all buried in the Entertainment division. No details means they don't have to share the losses with their competition.
We don't even know the reason for Dust to exist. Was it for fun? To introduce more people, with cash, to play EVE Online or to build a stand alone for profit game? Maybe the developers wanted to build a console game, who knows?

The Minmatar Heavy has laser resist for shield and hybrid resist for armor. If I switch from Amarr Heavy the combat rifle will still be a killer. No heavy suit has resist for three weapon types. Not a surprise but until I know how much of a monster the Combat rifles is or, hopefully, is not then spending SP on any heavy suit is not a good idea.
CCP not liking me is a good thing. I cannot stand them nor their Shanghai subset.

The Skill section of Character is the bubble friendly User Interface to fill out the skill tree. You can also do it one more level in under the character info section.
What you never saw/experienced/knew about was the Market Place had a section at the bottom that listed all the Skills. This was dropped with the Bubble UI appearance. Now it is back.
What can do is, while you are in the Market, you will have a menu item where you can decide to bump your skills up inside the Market. Say you were looking at the ADV super killer weaponize module. You cannot buy one though because you only have the required Skill at level 1. Oh, the pain! So, stay in the Market but go to the main level menu. There you will find the Skills selection and you can go down and buy the Skill Book for the skill and/or increase the Skill directly in that menu. Then go back to the item you wanted to buy and just do it! Spend that ISK/AUR.
