It is what you think it is, recon binoculars obviously high teched out and whatnot but they have a zoom function and it's max zoom is about a sniper rifle zoom, not giving an edge in any way. and it basically can just look at targets and possibly tag them with a small attack marker of some sort.
just to make a recon scout more of a viable role without removing self defense by replacing it with a sniper or higher zoom weapon. Just make it be able to zoom in on stuff and mark it.
Minimal CPU and PG just taking up equipment, making the scout role a viable recon asset and it would be nice being able to analyze the battlefield with something other than your SMG!
Difference between basic and Proto is the available units to be able to mark and zoom fidelity and maybe a Proto variant can turn on some type of scanner just to light up the environment within a certain point, I don't know just passing it buy you guys to see if anyone else liked this idea and had better plans for it.

As a scout, I'd have my combat rifle and nova knives. The acog has a decent zoom, but I'd like to pull out a pair of binoculars and check up on an objective 300m away.
Something like that and I am saying you could only mark a certain number of targets like 2 STD 3 ADV 4 PRO and it only lasted a little while unless you stayed within the line of sight, maybe it would last 3-5 seconds going from STD-PRO.
I don't see a problem with graphics loading in I know the sniper can do it, basically all this thing is is a sniper scope with adjustable less zoom... And you can't move while looking through it it is really just for field analysis for the smart player, it doesn't see through walls, it immobilizes you while using it, it doesn't keep a bead on targets very long, and it doesn't have more zoom than a sniper.
I don't see an issue with tactical thinking and smarter playing on a game that is supposed to do that. And I see very little use as an abused device, even if a scout sits somewhere and marks people for there squad, it isn't abusing it, it is a scout doing one of there intended roles. It is a scout guys...
Besides just bump the price on them a bit and it won't be an issue abusing the Proto variant, plus it wouldn't light people up like a scanner it would work for a very short time and just reveal there arrow in game not minimap.
