So I was trying to hold my resolve until the forum for CPM1 Candidate forum to exist. But my resolve has been broken simply from thinking it would exist by March.
Hello, I am Appia Vibbia and I this is a deceleration of intent for CPM1 candidacy.
Who am I? Someone who is not very good at free-form writing. I'm not entirely sure of what needs to be said in an introductory post.
I first heard of DUST through the EVE-Online newsletter. I've been subscribed to that since I made my first capsuleer back in 2006 during the Red Moon Rising build. Eventually I found I could send in a request to be a part of the DUST 514 beta. I signed up and in November of 2012 I got my closed beta code and experienced Chromosome build. I joined my frst corp in Mid-December and since joining then I capped out every day till the weekly cap was added, and I've capped out each week since that was initiated. I've never actively tried to cap out in a week, because I usually do it friday/saturday from normal play though I am one of those nefarious jerks that has used boosters, which have pushed me to cap out in a single day or within 3 days. (I've been warned that this is not a good thing to say, but I really hope it conveys how much I like DUST and not just grind oVo)
Since the move to Tranquility Server I have had a sniper rifle and made that my main weapon. The Arbiter "role" I took. From February in Open Beta time Uprising 1.0 I used a shotgun as my second most used Light Weapon. In Uprising 1.2 I skilled into it again.
Having been a sniper in this game for so long, when Uprising 1.0 was released and the max rendering range was 100m and teh original controls were too slow to use a shotgun (they are still very sluggish). They improved the rendering a little, but not signigicatly, there are still so many problems with terrain and Z-Fighting, but it was worse that it is now back in July. After a night of heightened emotions and celebratory drinks, a long thread with the appearance of a Dev got people's attention. He said something about how the game had improved since April. Being the bitter vet, and in typical Appia fashion, I posted a reply about the length of this OP criticizing the changes, blaming it on them specifically, and calling that Dev names and insulting him. Result: 6 month forum ban.

Is a nice example of a writing piece I made just before my ban, it'd 2 posts actually, and quite long as I exceeded the character limit (I do this a lot). you can see the working of my mind and how I think when I'm not frustrated.
As everyone who ever got banned or suspended from the forums I used an alt: Cass Caul (irony, I advocated everyone using forum alts in my corp in open beta so we don't say anything stupid and tarnish the corp/alliance name). I mostly limited my activity to the Scout Registry, run by Shotty GoBang who compiled charts of changes in KRD throughout each patch for dedicated Scouts.
If someone asks for help, I'm always willing to help them out. I don't run a blog, I don't have a video capture device, so I make the best of what I have: a mic and access to the game and forums. The people that are recognized for bug detection aren't those of use who file support tickets, regardless of who much written work you do on it. You don't get recognition for squading with a single person at a time and helping them with builds, tactics, and help choosing a play-style that best suits them or explaining the meta behind the most popular builds. Instead the Vlog'ers and CEOs or training corps get that respect.

This seems absolutely terrible. Where have you guys been? Oh. Right. On the Council. You people that did all this work to help the community and virtually disappeared. When was the last time IWS compiled all the hints at the next update? When was the last time Kain ran a tournament? All that help the current CPM provided just up and vanished when you were announced as CPM.
This qualification is probably the most detrimental to the community. The people that have video-capture devices and use them to help people out. The people that organize wikis. The people with the most "clout" are actually the worst candidates. Because if anything is like what you kids did, they'll be spirited away and all that help they've done for the community will be gone never to be updated for at least a year.
The one's running for CPM and the best candidates are the ones with the time and willingness to put in effort, not the people whose absences and time commitment to the council will make them the most noticeably missed.

I spend my time making charts and graphs and delivering them to people that request information, not just blatantly posting it somewhere and hoping the few people that care read it. I do what I can for the community given my resources.
I've got experience with NDAs having signed a few for Wizards of the Coast and most recently signed one for Onyx Path Publishing (the produce and publish White Wolf Publishing's materials, a company that merged with CCP in 2006 . The latter I am an active forum user for and know how to discuss topics without breaking the NDA

DUST 514 is the second longest shooter I've played. As I said, I got the beta code from CCP in 2012, the only shooter I had played for longer was Counter Strike. I played Counter-Strike beta from B0.2 at a internet cafe inside a game store till B0.4 when I got a copy of Half-Life so I could play on my home computer all the way up till B0.9 (Never played full release or anything past that) Losing suits and ISK after each death while making ISK after each game instills nostalgia for that game, and the tie in to the EVE universe got me hooked. The community itself, with the ease of using channels and the forums to communicate unlike in any other shooter I;ve played set it apart. Without such an interactive community I would not have made it past the 4 month mark.
Where do I sit on balance? I think you should really shy away from talking about things you don't have experience with. Personally, I have 7 alts gaining passive SP. each one of them specialized in a different role, using them to test out items before I skill into them on Appia. Most of the alts are announced in one place or another on the forums, there are 2 exceptions. I keep those private so I can play dust without being bothered. I think that has given me a wider view on the whole thing, having at least ADV suits and ADV weapons in every role.
However, if I find that the community as a whole disagrees with my views, i try and find out why they think that way, discuss it over mic (as I come off differently on text vs speech vs video chat) so I can see their perspective. I am, however, prone to play devil's advocate which may constitute as trolling to better understand someone's point.

I;m not saying these people don't deserve it, they do, it is just that they have those options and gain positive notoriety because of it.

#1 I'm infrequently on IRC, I'm on the forums a lot and I check Feedback and Ideas Discussion forums as well as the Council's Chamber and I reply here. I lurk the General Discussion, and I am linked to recent YouTube videos some of the more well known posters fairly often.
#2 I think there should be monthly meetings together just to get to know each other that way when a feature that pops up in an EVE or DUST patch exists there will be an established report between the two groups. Often times the discussion of something like warp speed of a new ship, or the color of dropsuits, don't really interact. Perhaps even one side getting the other to try the Games.
#3, honestly, I'm not sure. Knowing what is possible would require having closer interaction with the devs, someone that only CPM currently has. I think changing Ambush from having a higher vehicle quota than Skirmish is something that is reasonably achievable. They're tweeking the numbers of the weapons for 1.8. After release I think we should be looking for the OP/UP threads an making sure the numbers are balanced. The number crunchers, such as myself, have already noted that ACR and AScR have highest DPS of full-auto weapons. For a third, I really think ambush spawn locations can be fixed in that time, pushing the devs to focus on that after they've gotten all their current work in should be possible.
#4 Reverting the Quafe Scout gk.0 back to its former glorious pink rather than the magenta/purple it is now and getting the black eagle scout g/-1 series returned to its sexy Chromosome look! After 2 years, finally adding an Accept Revive option for nanite injectors, and more optimization to disallow head-glitching and reduce Z-fighting***
#5 I think remaining or becoming obscure would be the right thing to do, but have the reason be because they are giving CCP and the year of development accolades for specific DEVs, while having enough forum/IRC/in-game interactions with me to forget how it felt when the current CPM weren't constantly around. So that way after the CPM tag disappears it is only a back-thought that I and the rest of the people were there.
#6 I'd like to, and think it would be a great idea, but you can only have a very limited number of channels open before it starts causing problems as well as I participate in Planetary Conquest matches. I just don;t have the room or availability to do that. Asking me questions here or if you find be on IRC would be better, or send a mail to my character in game and we can try and arrange when to meet up and squad together. Just make the mail a little personal with a proper body and subject so I know it isn't a troll or just some random ones I occasionally receive.
*** these are personal issues with the game and would be pushed aside for reasonable things like vehicle/infantry balance, voice bugs, fatal errors, and other important aspects because I'd be a representative and would only do so with strong community support. . . But I want those! :p

It's a player-run organization. People are free to do whatever they like so long as it does not exploit a broken system (though not like that stopped all of PC from locking districts). I understand that you disapprove of it, but it's somewhat untouchable. Negative Feedback is willing to (or internet game contract, obliged) to protect anyone that pays them. The CEO/Directors of corps that can go toe-to-toe with them are either indifferent towards it, or are afraid of being vilified for trying to take it down. Worse, they get embarrassed when they try and fail as well.
I'm not a fan, but as a footsoldier and somewhat of a corp hopper I have no power to say what happens. The best way to "fight" what is happening on PFC is to reduce the ISK gained from a district selling clones.
You're adamantly opposed to someone with the best PR on the forums, there just simply aren't enough players that care about PC in the first place to try to stop it, or change the way it is done to be fair and not exploitative of the PC mechanics.

It's relevant because you are basically going on each potential CPM candidate's announcement thread and saying, "I won't vote for the people that support it. Should I vote for you?" I'm letting you know that not many people are going to say "burn PFC!" because they fall into the groups of being indifferent towards it or afraid to be vilified for going against a system that has (and a few that are actively part of it), essentially, a tag-line of 'letting casual/training corps experience Planetary Conquest.'

Continuing out of game experience, during college I was an active member of multiple student run organizations. I had been the president of my school's anime club (aw, yeah, pandering to the masses). The club had an active member list of about 15 people. That is 15 people that showed up regularly to our weekly showing of anime. The club itself had sent in paper copies of the request to show certain companies' products and still has the rights to show any anime that hasn't been licensed by Disney. Those bastards.
I had been the treasurer of an organization that ran our campus's Humans vs Zombies event, the popular nerf gun zombie survival game. This one is mostly irrelevant, but being a treasurer in school helped with management outside it.
I also held the position of Sergeant-at-Arms for an organization that had over 100 active members and nearly 300 registered members and many others. I've got real life experience in mediating between people in non-business relationships as well as keeping meetings on-task.
Why is this important? Because the three organizations I was a part of were all essentially democratically elected volunteers. In each organization our charter expressed that we govern ourselves through the use of the most up to date version of Robert's Rules of Order. Although a treasurer is not a member in CPM, a president and a secretary are are named positions in the CSM which I would assume to carry over into the CPM. I am fully willing to be the CPM secretary or secretary second (the one responsible for the role when the proper secretary is unavailable).
I was also the head of a few committees for the different organizations. I feel that the parallels of a committee would be having one of the CPM ask for help from a specif few people from the community from time to time, be they person friends or known video-capture device users, to find and search out bugs. Making sure that the Devs receive the bug reports by personally giving them the link/file. As we all have experienced when making bug reports, Devs immediately ask for videos recording the bug and replicating it as they don't have the resources to do this on their own for every problem.
Much like in DUST, I have multiple EVE characters. One character is still the CEO of a mission running corp with HQ in Caldari Space. Despite the location and the fact that the majority of my players are Caldari, I am Gallente to the core. I believe in democracy. The corp itself if run as such. Leadership positions have a certain base in meritocracy but each person, including my position as CEO, is voted upon.
At the same time I have a low-sec/null-sec/WH miner with PVP loadouts that I tried to bring into Molden Heath at the time of PC, but never got around to getting a JC out there and did not participate in any DUST oriented PVP. This Character has since returned to parts of New Eden that actually have something to do with EVE.
That last sentence itself is a little troublesome. DUST doesn't matter to EVE. It is constrained to a small, unused area of space that has no one in it. It is mostly low-sec which means it is only slightly useful. Without null-sec involved there's no real bonus to mining rights and lacking the fun battles that just can't happen with EVE's constant introduction of more ways to protect carebears. This is pretty much me just voicing thoughts that are irrelevant to the subject at hand, but are personal views none the less.
back to IRL experience. One of the jobs I've held that was my favorite was when I ran my own company. I managed a job by running 3 websites that sold its goods out of a warehouse. My marketing experience mostly extends to Search Engine Optimization and direct calls. Some personal stuff happened and I no longer work there, but overall, I've got experience in marketing.

I've covered that above. I'm a playtester for Onyx Path Publishing. It's the equivalent of saying anyone in the ISD is not qualified to run for CSM.

That's a good point. There are lots of complaints such as "scouts are OP" and "the cloak is OP" right now. A lot of complaints stem from the fact that these people have been using active scanners in 1.7 and before to make sure that the TACTNET was lit up like a Christmas tree. With the fix to finally remove the 'scan-erinas' they've lost their wall hack. By looking at the complaints and analyzing the people making them and how they write you start to see that the majority of people complaining about the cloaks are really just blaming them instead. The real thing they're making posts about is the loss of their perfect scans. Many times I've gotten confirmation in chat channels as well as people posting on the forums about it, that they've been getting hate-mail and are accused of being a "cloaked bastard" when, in fact, the player in question was just using a Scout suit and their fittings did not include a cloak field.
Of course, that's most of them. There are some problems with the current cloak mechanics that need to be fine-tuned. I'll leave the discussion of those solutions in GD/Feedback section of the forums.
It is important to be able to distinguish the complaints from the critiques, and the source of the complaints. I think that being able to recognize the problem is going to be more valuable tool that offering up a solution. The solution offered needs to be peer-reviewed by other players, watched out for people adding in personal bias, and stay on topic without people that see a poster and just start flaming them.
Honestly, if elected, I would post feedback threads under an alt, then comment on it with my main to give it some weight to ignore that problem most similar threads by CMP0 members boil down to.
A lot of my fellow candidates want to focus on NPE. I'd love for it to be better, I have some ideas on how to improve it, but a lot of it involves adding in new content. I want to focus on what we have here and now, the existing content. I want to focus on making the game balanced. Having niche roles, versatile roles, and good ole fashioned slayer roles.
"We're having some issues getting this speeder bike to work," If a dev said that, all I could respond with is, "ok," and move one. On the other hand having the experience of playing since closed beta, being one of those nefarious jerks with multiple alts, and simply being a high SP player I've got the ability to experience all the items in DUST 514. I won't cry out for a nerf for a weapon I don't use because I see other people that have never used it complain. I won't be advocating a buff for a weapon or suit I've never used, like many have in the past.
At this point in time, the suit I use most often is an M-I Scout. My overwhelming passive skills make using a higher tiered suit less fun when playing in public contracts. I don't know how to adjust the problem of protostomps in those pub matches using existing mechanics. I do know how to find the problems that exist between players, equipment, weapons, suits, and SP are on equal footing.
Right now, there is an imbalance of weapons. The more SP the player base accumulates the less diverse the battlefield gets. No one uses the AR unless they are dedicated to it on principle or are using a BPO AR. The Scrambler is falling to the wayside. The weapons still need another pass through on balance.

Clearly the casual tone I take most of the time needs to be refined. I usually do this by stepping away for a day and coming back. In the most recent instance I was taken aback by seeing the same topic discussed a second time when the previous discussion had an outcome opposing it. As a player, having a forceful stance on an issue is important personal view points.
As a representative it shouldn't be my job to force my personal opinion. In those instances where I'd be so vocal in a blue-post discussion I'd be in the position of looking for people to convince me of the most desired and, separately, the best constructed opinions because I should be relaying the communities opinions and representing them.
The situation would be very different, instead of applying my own posts I'd be looking for people that had ideas in-line with my own and explain why I support their posts.

Logibro has said that being banned doesn't disqualify you. A few weeks ago I also asked Saberwing about eligibility and he said nothing should prevent me from being qualified.
