My current prototype fittings:
Core focused, injector, allotek hive, flux uplink (super support, no dampener) BDR-8, injector, allotek hive, quantum scan (general support, dampened) Injector, allotek hive, quantum scan, stable uplink (solo work, dampened)
Using anything but the basic scanner wouldn't work well on a logi without having to also use cpu/pg mods...but it's not like the advanced or proto scanners give you a huge advantage (only extends the duration of cloaked...and basic is already 30 seconds).
Personally, the only reason I would use a cloak would be to run away when I'm low on health. This gives me a better option than sitting on a rep hive hoping that no one spawns, or trying to run away on open ground. Also, the only reason I use complex dampeners is to prevent scans and to take cover from enemies inside their own objective (you don't even know how effective this works)
I guess with the new 20% inherent hacking bonus minmatar logi gets in 1.8, (or 15% for the other racials), you could create some crazy speed hacking/dampened suits too. Being able to hack and objective, hide in a corner, cloak, and then kill anyone who tries to counterhack seems like an awesome strategy. Although scouts might have the speed and stealth without modules, a minmatar logi will still work quite well for this style of gameplay.
Even if it's not meant for logistics, I will probably have a few fittings with the cloak anyways because I enjoy versatility a lot.

I'm not sure if someone else already said this but it's labeled as a "utility". Not sure if this means they'll introduce other items that fit in the equipment slots that will be utilities (bubble shield is the only other one I know of), or if this was a one-time deal.
As for your concern about it being unusable by other suits...think about how much a prototype weapon costs vs an adv, and how much complex shield extenders/damage mods cost.
The basic cloak will be relatively easy to fit on most prototype suits, especially logistics. However you should expect to sacrifice some things in order to fit a cloak. Heck, even the scouts without prototype suits unlocked will have some trouble fitting the advanced cloak.
