Following up on this thread where I took any Amarr scout fit and converted it into a Gallente fit that is simply better, it becomes clear that the Amarr scout needs something else to make it a little more appealing. The most obvious answer is to give it a better bonus. Every other scout has a primary racial bonus and a secondary bonus. Some people may say the Amarr scout does too, except stamina and stamina regen are covered in the same module so not really, it makes it too easy for another scout to simply better it in everything as in the above linked thread.
So what secondary bonus? Some people suggest something with armor plates, but let's be honest that doesn't sound very scout-y. Others suggest sticking with biotics, except giving it a sprint speed bonus would impede on Minmatar's territory, as well as a melee damage bonus. And that's when it hit me. Gallente and Caldari scout both share one bonus and then have a unique one. So what if the same was done for the Amarr and Minmatar?
Amarr Scout: 5% bonus to stamina/regen and hacking speed per level.
Thoughts?

How about a bonus to SCP clip size? That seems better fit for the Amarr Scout. The only thing the Minmatar are supposed to be is the fastest, everything else is pretty subjective. Similar to how both Gallente and Caldari scouts have scan range bonuses, I believe something like this where both Amarr and Minmatar have hack speed bonuses could create interesting play between the suits. Gallente and Caldari being more EWAR oriented while Amarr and Minmatar being more "sabotage" oriented.

Hacking speed would go well with stamina though, sprint jog between bases without stopping, quickly hack, move to the next one.

It's not a copy, it shares one bonus and differentiates with another, exactly like the relation between Gallente and Caldari scouts.
