active scanners are the most game breaking addition, and are a crutch used by to many players. it reduces player skill and map awareness, and there is no fundamental negative to running one, nor unless you are a certain class w/ those specific mods on your current suit, there is no way to counter it (be at basic or proto level).
my opinion is remove active scanners from the game, as it would make have the damp/prec/range skills and modules that much more important, and makes player awareness count for something again

here is the problem with scanners, there is no negative aspect to using them. they take a equip slot, big whoop. since most who use it are logis, they have either 3-4 other slots, so saying it takes a equip slot isnt a negative feature.
the imbalance comes in the form of the counters. to counter a scan, you need to alter your suit where the scanner requires no alteration of suit modules (in most cases). Even in counter measures, the ability to counter is only deemed so a certain point. a proto scanner essentially can scan any suit in the game besides a gal scout w/ damp (in 1.8). How is a piece of equipment like taht not game breaking?
as someone else stated, scanning allows for pre-fire. Now pre-fire in itself isnt breaking, but knowledgeable pre-fire is. In most games when this occurs it is as a result of wall-hacking. Essentially, active scanners are such, a ingame implemented wall hack, that in many cases cant be counter without gimping your suit to negate its core "idea"; whereas the one using it requires so such real suit alteration.
I may be flamed, but to have knowledge on enemy whereabouts without a realistic/acceptable counter is gamebreaking.

I feel like me and atiim are the only ones seeing how broken scanners actually are. One thing CCP has always spoken about were counters to everything and every level. Which there is, except for scans. If you look at it like this :
e+üe+üheavy ---> range, scouts scouts ---e+ü> range, scans possibly Mid frame ---> cqc, range, snipers Snipers----> snipers, ob, rails Vehicles ---- > vehicles, av (lol) Scans ----> Can't be fully countered as proto levels by all but one suit w/o massive detrimental affects to rest of your suit layout
that in itself is game breaking. All other areas have counters at each level, where scans do not. Doesn't matter if you are a heavy or scout, at every level there needs to be a counter, and there isn't for scans, thusly it is a game breaking item
